上海市校園足球聯(lián)盟發(fā)展研究

摘要：采用文獻(xiàn)資料等方法對(duì)上海市校園足球聯(lián)盟框架體系、發(fā)展現(xiàn)狀及存在的主要問題進(jìn)行研究。“聯(lián)盟”已形成“三橫一縱”的構(gòu)架體系、“一條龍”培養(yǎng)體系和高校與區(qū)（縣）分聯(lián)盟的對(duì)接體系；“聯(lián)盟”規(guī)模穩(wěn)步擴(kuò)大，在管理、競(jìng)賽、培訓(xùn)、宣傳與國(guó)際交流等方面初見成效。建議“聯(lián)盟”加速完成社會(huì)團(tuán)體登記注冊(cè)，“聯(lián)盟”發(fā)展引入市場(chǎng)機(jī)制，建立“聯(lián)盟”人才培養(yǎng)和輸送通道，加強(qiáng)以高校為引領(lǐng)的“聯(lián)盟”發(fā)展模式構(gòu)建。

Abstract：This research employed the literature review method to make an in-depth study on the framework， developing situation and problems of Shanghai School Football League. Results showed that "SSFL" had been formed "three horizontal one vertical" frame system， "one-stop" training system and dock system between colleges and union branches. The scale of "SSFL" increased steadily， having achieved preliminary results on management， competition， training， publicity and international exchanges. But there are still certain problems that need to be further improved. It is suggested that "SSFL" expedite the registration of social organizations， introduce market mechanisms for development of "SSFL"， establish personnel training and delivery channel， and strengthen the college-guided model construction.

為進(jìn)一步貫徹《關(guān)于進(jìn)一步加強(qiáng)學(xué)校體育工作的若干意見》，切實(shí)落實(shí)《關(guān)于加強(qiáng)全國(guó)青少年校園足球工作的意見》國(guó)家文件精神，科學(xué)謀劃上海市校園足球發(fā)展戰(zhàn)略，2012年上海市校園足球聯(lián)盟（以下簡(jiǎn)稱“聯(lián)盟”）成立，開啟了通過社會(huì)體育組織管理和運(yùn)作校園足球活動(dòng)的新嘗試。

“聯(lián)盟”是由上海市教委主管，接受上海市體育局的指導(dǎo)，由成員學(xué)校和所屬區(qū)縣教育局、體育局自愿結(jié)盟組成，致力于青少年足球人才培養(yǎng)的社會(huì)化團(tuán)體。旨在通過夯實(shí)校園足球發(fā)展基礎(chǔ)，推進(jìn)校園足球文化建設(shè)，致力擴(kuò)大校園足球人口，探索適合上海乃至全國(guó)校園足球發(fā)展規(guī)律的創(chuàng)新模式，為培養(yǎng)文化素質(zhì)高、專項(xiàng)技能強(qiáng)、全面發(fā)展的足球后備人才，增強(qiáng)學(xué)生體質(zhì)和綜合素質(zhì)發(fā)揮積極作用。

在兩年的發(fā)展進(jìn)程中，“聯(lián)盟”從長(zhǎng)遠(yuǎn)建設(shè)發(fā)展的角度出發(fā)，認(rèn)真思考梳理了“聯(lián)盟”建設(shè)的發(fā)展方向，踏實(shí)細(xì)致地在競(jìng)賽工作、培訓(xùn)體系、對(duì)外交流、宣傳推廣以及各區(qū)縣分“聯(lián)盟”活動(dòng)開展等方面進(jìn)行了探索和有益的嘗試。……
