在自貿(mào)區(qū)建設(shè)中推動黑龍江對俄貿(mào)易創(chuàng)新發(fā)展

[摘 要]2019年8月國務(wù)院批準(zhǔn)設(shè)立中國黑龍江自貿(mào)試驗區(qū)，打造向北開放的重要窗口和東北亞地區(qū)合作的中心樞紐。黑龍江對俄貿(mào)易有巨大的潛力，但也面臨諸多挑戰(zhàn)。回顧黑龍江省對俄貿(mào)易的發(fā)展歷程，分析在自貿(mào)試驗區(qū)建設(shè)中黑龍江對俄貿(mào)易面臨亟待解決的問題，通過建設(shè)黑龍江自貿(mào)試驗區(qū)，向擴大開放要動力，向深化改革要活力，向結(jié)構(gòu)調(diào)整要推力，向制度創(chuàng)新要引力，積極對接“一帶一路”建設(shè)，打造高質(zhì)量高標(biāo)準(zhǔn)的自貿(mào)試驗區(qū)，為中俄邊境自貿(mào)區(qū)建設(shè)，為未來東北亞自貿(mào)區(qū)的建立起到先行示范作用，開創(chuàng)黑龍江對俄貿(mào)易的新局面。

Abstract： In 2019， the central government approved the establishment of the China Heilongjiang Pilot Free Trade Zone， creating an important window for opening to the north and a hub for cooperation in Northeast Asia. Heilongjiang has great potential for trade with Russia， but it also faces many challenges. Reviewing the development history of Heilongjiangs trade with Russia， and analyzing the problems that Heilongjiangs trade with Russia in the construction of the Pilot Free Trade Zone is facing urgent problems. Through the construction of the Heilongjiang Pilot Free Trade Zone， it is necessary to expand the opening up， to deepen the reform， to adjust the structure， and institutional innovation， actively connect with the “Belt and Road” construction， creating a high-quality and high-standard free trade pilot zone， building a Sino-Russian border free trade zone， and provide a demonstration for the future establishment of the Northeast Asia Free Trade Zone，creating a new situation for Heilongjiang trade with Russia.

一、引言

2019年8月26日，國務(wù)院印發(fā)《中國（山東）、（江蘇）、（廣西）、（河北）、（云南）、（黑龍江）自由貿(mào)易試驗區(qū)總體方案》，黑龍江省正式加入自由貿(mào)易試驗區(qū)新方陣，自貿(mào)試驗區(qū)涵蓋哈爾濱片區(qū)79.86平方公里，黑河片區(qū)20平方公里，綏芬河片區(qū)19.99平方公里（含綏芬河綜合保稅區(qū)1.8平方公里），共計119.85平方公里，成為中國面向俄羅斯及東北亞地區(qū)開放合作的重要窗口。

加快黑龍江自貿(mào)試驗區(qū)的建設(shè)，能夠推動黑龍江省沿邊經(jīng)濟帶、城市群建設(shè)和對俄保稅區(qū)的建設(shè)，依托地緣優(yōu)勢打造全國最大的對俄出口加工基地和沿邊免稅區(qū)，同時還能加大對俄投資的力度，改善黑龍江省對俄投資不足的現(xiàn)狀。建設(shè)哈爾濱片區(qū)，打造對俄羅斯及東北亞全面合作承載高地和聯(lián)通國內(nèi)、輻射歐亞的國家物流樞紐。……
