區域電網技改工程造價影響因素識別

摘要：隨著電網工程技術改造投入越來越大，造價管理作為技改項目建設管理的重要環節對企業的經濟效益和社會效益產生直接的影響。本文結合區域電網技改工程造價分析的實踐，對區域電網技改工程造價的影響因素進行系統的梳理分析，為綜合提高區域電網技改工程造價分析的科學化研究水平提供一定的參考依據。

Abstract： With more and more investment in the transformation of power grid engineering technology， the cost management as an important link in the construction management of technical reform project has a direct impact on the economic and social benefits of enterprises. Combined with the practice of technical analysis of regional power grid technical renovation project， this paper analyzes the factors influencing the cost of regional power grid technological transformation project， and provides a certain reference basis for improving the scientific research level of regional power grid technological transformation project cost analysis.

0 引言

隨著電網工程技術改造投入越來越大，造價管理作為技改項目建設管理的重要環節對企業的經濟效益和社會效益產生直接的影響。如何識別電網技改工程造價的影響因素，成為電網技改工程造價分析的首要解決問題。

1 全過程造價關鍵管控環節劃分

電網技改工程全過程造價管理工作，包括從項目可行性研究開始，經過方案優選、初步設計、施工圖設計、組織施工一直到工程竣工驗收。輸變電技改工程全過程造價管控需要進行全方位實時監測反饋修正，以確保實際造價與目標造價的誤差處于可以接受的范圍之內。電網技改工程全過程項目管控可以劃分為以下四個階段：前期階段、準備階段、實施階段、投產運營階段。各階段主要管理內容可以概括為圖1所示。

1.1 前期階段

①經設備狀態評估后，根據設備狀態報告，確定電網技改工程的工作內容、投資規模、技改進度及相應的投資額；②論證項目實施方案、投資規劃方案、項目管理安排、經濟效益估測、作業風險評估等方面的合理性，形成完整的可行性研究報告?！?br>
