水生態(tài)文明城市建設(shè)BT模式投資控制體系設(shè)計(jì)

摘要：根據(jù)水生態(tài)文明城市建設(shè)的工程特點(diǎn)，提出了BT模式下的水生態(tài)文明城市建設(shè)的投資控制體系。本文通過(guò)對(duì)水生態(tài)文明城市建設(shè)進(jìn)行投資分解來(lái)實(shí)現(xiàn)建設(shè)過(guò)程中的投資控制，有效的控制了投資成本，并通過(guò)實(shí)際案例分析說(shuō)明了該模式投資控制的可行性和合理性，對(duì)以后水生態(tài)文明城市的建設(shè)具有一定的指導(dǎo)意義。

Abstract： According to the engineering characteristics of water ecological civilization city， the paper puts forward investment control system about the construction of water ecological civilization city under the BT model. Through the investment decomposition of water ecological civilization city construction to implement the investment control in the process of construction， this way can effectively control the cost of investment. The paper describes the feasibility and rationality about BT model investment control in the construction of water ecological civilization city by example， the investment control of BT model has a certain guiding significance for water ecological civilization city construction.

0 引言

水生態(tài)文明建設(shè)是生態(tài)建設(shè)的重要組成部分。對(duì)于水生態(tài)文明城市建設(shè)工程其特點(diǎn)是施工布置相對(duì)簡(jiǎn)單，對(duì)其它工程施工干擾較小。其有效的工程投資控制可以保證工程建設(shè)的正常進(jìn)行。但工程沿線分布范圍廣，涉及縣、鄉(xiāng)鎮(zhèn)等多個(gè)地區(qū)。工程征地拆遷工作量大，難度大。群眾對(duì)拆遷工作可能會(huì)形成阻礙，在工程施工過(guò)程中對(duì)占地、用地也會(huì)產(chǎn)生摩擦。

對(duì)水生態(tài)文明城市采用BT模式投資控制進(jìn)行建設(shè)，可對(duì)水生態(tài)文明建設(shè)采取分區(qū)或分縣管理，由各個(gè)區(qū)縣指定機(jī)構(gòu)行使所轄區(qū)域內(nèi)標(biāo)段的項(xiàng)目法人權(quán)利，履行項(xiàng)目法人義務(wù)，負(fù)責(zé)該標(biāo)段的施工招標(biāo)、建設(shè)管理等工作，分區(qū)縣建設(shè)、管理。采用BT投資模式建設(shè)水生態(tài)文明城市可解決水生態(tài)文明城市建設(shè)中涉及范圍廣、難操控等問(wèn)題，在進(jìn)行投資建設(shè)時(shí)也可分區(qū)、分級(jí)控制管理。工程建設(shè)項(xiàng)目投資控制工作是經(jīng)濟(jì)建設(shè)的重要工作之一，對(duì)國(guó)家的經(jīng)濟(jì)建設(shè)發(fā)展起著舉足輕重的作用[1]。……
