基于“五位一體”生態(tài)系統(tǒng)理論的生態(tài)鎮(zhèn)建設研究

摘要以中山市神灣鎮(zhèn)為研究對象，基于“五位一體”生態(tài)系統(tǒng)理論，運用層次分析法對中山市神灣鎮(zhèn)生態(tài)建設進行了評價和分析。同時分析了神灣鎮(zhèn)生態(tài)建設過程中的薄弱方面，包括經濟體系中的人均收入、生態(tài)人居體系中的垃圾分類、生態(tài)環(huán)境中的人均公共綠化等。最后根據(jù)神灣鎮(zhèn)生態(tài)鎮(zhèn)建設的現(xiàn)狀和不足，從生態(tài)經濟、環(huán)境、制度、人居及文化5個方面提出了生態(tài)鎮(zhèn)建設的對策。

Study on Ecological Town Construction Based on the “Five in One” Ecosystem Theory—Taking Shenwan Town of Zhongshan City as an Example

AbstractTaking Shenwan Town of Zhongshan City as research object， based on the “five in one” ecosystem theory， the ecological construction of Shenwan Town in Zhongshan City was evaluated and analyzed by using AHP.The weak aspects in the ecological construction process of Shenwan Town were analyzed including the per capita income in the economic system， the classification of waste in the ecological system， the per capita public greening in the ecological environment. Finally， according to the current situations and problems of ecological town construction， the countermeasures and suggestions were put forword from 5 aspects of ecological economy， environment， system， human settlements and culture.

位于珠三角經濟圈的中山市神灣鎮(zhèn)屬于我國典型的工貿型城鎮(zhèn)，其“三產”結構以工業(yè)為主體。我國工貿型城鎮(zhèn)在國家城鎮(zhèn)及經濟建設中具有重要的推動作用，是我國經濟增長的重要組成部分[1]。但是在改革開發(fā)以來的粗獷式經濟發(fā)展模式下，工貿型城鎮(zhèn)在建設中強調GDP，出現(xiàn)了規(guī)劃不合理、居住區(qū)與工貿區(qū)混雜、產業(yè)結構不合理、基礎建設滯后、小規(guī)模企業(yè)多散、生態(tài)環(huán)境惡化、環(huán)境容量不足等普遍性生態(tài)系統(tǒng)問題[2]。

面對資源約束趨緊、環(huán)境污染嚴重、生態(tài)系統(tǒng)退化的嚴峻形勢，黨的十七大第一次提出了生態(tài)文明建設，同時黨的十八黨將生態(tài)文明建設列入社會主義建設的“五位一體”總體布局，并將其列入了國民經濟發(fā)展“十三五”規(guī)劃。中山市于2011年獲得全國首個地級、全省唯一一個生態(tài)市稱號，作為中山市生態(tài)建設“細胞工程”之一的神灣鎮(zhèn)歷年來高度重視生態(tài)建設工作，并于2011年開展了生態(tài)村“細胞工程”建設?！?br>
