從“文化空心化”到“活態共同體”：浙東運河（越城段）線性文化遺產保護傳承創新路徑研究

摘要：浙東運河（越城段）作為大運河文化帶活態遺產的典型樣本，其保護傳承實踐對新型城鎮化背景下線性文化遺產治理具有示范價值。該文立足“問題診斷—機制創新—實踐驗證”邏輯框架，系統揭示浙東運河（越城段）在協同治理缺失、文化增值乏力與技術支撐不足等方面的深層矛盾，提出以“制度重構—場景活化—數字賦能”為核心的綜合解決方案。通過構建跨區域文化遺產共保機制與文旅融合規劃傳導體系，以“運河IP+科技敘事”重塑文化表達范式，借助智慧監測與數字孿生技術實現遺產全周期動態保護，探索出一條文化遺產創新性發展與區域高質量發展互促共進的越城實踐路徑。

Abstract： The Zhedong Canal （Yuecheng Section）， as an exemplar of living heritage within the Grand Canal cultural belt， holds paradigmatic value for linear cultural heritage governance in the context of new urbanization. Grounded in the analytical framework of \"problem diagnosis-institutional innovation-practical verification\"， this study systematically uncovers the inherent contradictions in the Yuecheng Section， including deficiencies in collaborative governance， ineffective cultural value enhancement， and insufficient technological support. A holistic strategy centered on institutional restructuring， contextual revitalization， and digital empowerment is proposed. By establishing a cross-regional collaborative heritage conservation mechanism and a cultural-tourism integrated planning system， administrative fragmentation is addressed; cultural narratives are redefined through the \"Canal IP + technological storytelling\" paradigm; and smart monitoring coupled with digital twin technologies enables full-cycle dynamic conservation. These integrated interventions crystallize the Yuecheng approach—a replicable pathway that drives the innovative transformation of cultural heritage alongside the synergistic advancement of regional development.

黨的十八大以來，大運河文化遺產保護被納入國家文化治理體系，形成以價值保護、活態傳承與創新利用為核心的遺產治理范式。2023年9月，習近平總書記考察浙江紹興浙東運河文化園時指出：“大運河文化是中國優秀傳統文化的重要組成部分，要在保護、傳承、利用上下功夫，讓古老大運河煥發時代新風貌”，進一步強調要深入挖掘運河文化內涵，通過創造性轉化實現傳統文化資源的現代價值賦能。浙東運河作為中國大運河體系的有機組成部分，不僅是承載區域經濟職能的基礎性漕運設施，更是持續推動跨地域文明對話的活態文化載體。……
