摘" 要:互聯(lián)網(wǎng)+背景下消費(fèi)升級(jí)深刻影響了農(nóng)產(chǎn)品供應(yīng)鏈結(jié)構(gòu)及模式發(fā)展,江蘇省農(nóng)產(chǎn)品在批發(fā)市場(chǎng)、超市、龍頭企業(yè)等為主導(dǎo)的傳統(tǒng)供應(yīng)鏈模式基礎(chǔ)上,涌現(xiàn)出以平臺(tái)電商、縣域電商、直播帶貨等農(nóng)產(chǎn)品供應(yīng)鏈新業(yè)態(tài)新模式,文章分析了江蘇省農(nóng)產(chǎn)品供應(yīng)鏈運(yùn)行模式存在的問(wèn)題,進(jìn)而提出今后農(nóng)產(chǎn)品供應(yīng)鏈創(chuàng)新發(fā)展路徑:加快推進(jìn)傳統(tǒng)農(nóng)產(chǎn)品供應(yīng)鏈數(shù)字化升級(jí)建設(shè),促進(jìn)線上線下渠道融合發(fā)展;加速推廣互聯(lián)網(wǎng)+平臺(tái)電商供應(yīng)鏈模式,促進(jìn)產(chǎn)消直連;加快培育縣域電商平臺(tái)+特色農(nóng)產(chǎn)品供應(yīng)鏈模式等,讓小農(nóng)戶直享價(jià)值鏈。

Abstract: Under the background of internet+, consumption upgrading has profoundly affected the structure and model development of agricultural product supply chain. Based on the traditional supply chain model dominated by wholesale markets, supermarkets and leading enterprises, new forms and models of agricultural product supply chain such as platform e-commerce, county e-commerce and live streaming have emerged in Jiangsu Province. This paper analyzes the problems existing in the operation mode of agricultural product supply chain in Jiangsu Province, and then puts forward the innovative development path of agricultural product supply chain in the future: accelerate the digital upgrading construction of traditional agricultural product supply chain, and promote the integrated development of online and offline channels; accelerate the promotion of the internet+platform e-commerce supply chain model, and promote the direct connection of production and consumption; accelerate the cultivation of county e-commerce platform+characteristic agricultural product supply chain model, so that small farmers directly enjoy the value chain.

強(qiáng)國(guó)必先強(qiáng)農(nóng),農(nóng)強(qiáng)方能?chē)?guó)安。2015年政府工作報(bào)告首次提出“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃,2016年中央一號(hào)文件指出,“大力推進(jìn)‘互聯(lián)網(wǎng)+’現(xiàn)代農(nóng)業(yè)”。江蘇省2016年出臺(tái)《加快推進(jìn)“互聯(lián)網(wǎng)+”現(xiàn)代農(nóng)業(yè)發(fā)展的意見(jiàn)》,緊接著推出《關(guān)于加快推進(jìn)農(nóng)業(yè)農(nóng)村電子商務(wù)發(fā)展的實(shí)施意見(jiàn)》[1],《關(guān)于印發(fā)全省大力發(fā)展農(nóng)業(yè)農(nóng)村電子商務(wù)全面推進(jìn)“一村一品一店”建設(shè)行動(dòng)計(jì)劃(2017—2020年)的通知》,2020年出臺(tái)《關(guān)于高質(zhì)量推進(jìn)數(shù)字鄉(xiāng)村建設(shè)的實(shí)施意見(jiàn)》等政策意見(jiàn),加快推進(jìn)全省農(nóng)業(yè)農(nóng)村信息化發(fā)展,“互聯(lián)網(wǎng)+”與現(xiàn)代農(nóng)業(yè)深度融合,不斷提升農(nóng)業(yè)生產(chǎn)、經(jīng)營(yíng)、管理和服務(wù)水平[2]并且效果顯著,“互聯(lián)網(wǎng)+”為江蘇農(nóng)業(yè)現(xiàn)代化建設(shè)注入了新要素,增添了新動(dòng)能,農(nóng)村電商成為推動(dòng)農(nóng)業(yè)升級(jí)、農(nóng)村發(fā)展、農(nóng)民增收,助力鄉(xiāng)村振興的新引擎[3]。……
