新糧食安全觀視角下全方位夯實(shí)糧食安全根基的相關(guān)分析

摘要糧食安全是“國(guó)之大者”。黨的十八大以來，以習(xí)近平同志為核心的黨中央始終把糧食安全作為治國(guó)理政的頭等大事，提出“確保谷物基本自給、口糧絕對(duì)安全”的新糧食安全觀。在習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想指引下，我國(guó)糧食安全取得歷史性成就。但我國(guó)糧食安全也面臨新挑戰(zhàn)、新問題，需要全面貫徹落實(shí)新糧食安全觀，深入實(shí)施藏糧于地、藏糧于技戰(zhàn)略，從政治、科技、人才、產(chǎn)業(yè)、法律、文化和生態(tài)等方面，全方位夯實(shí)糧食安全根基，從而為農(nóng)業(yè)強(qiáng)國(guó)建設(shè)、農(nóng)業(yè)農(nóng)村現(xiàn)代化打下堅(jiān)實(shí)基礎(chǔ)。

AbstractFoodsecurityisanationalpriority.Sincethe18thNationalCongressoftheCommunistPartyofChina，thePartyCentralCommitteehasalwaystakenfoodsecurityasatoppriorityingovernanceandputforwardanewfoodsecurityconceptofensuringbasicself-sufficiencyingrainsandabsolutefoodsecurity.UndertheguidanceoftheThoughtonSocialismwithChineseCharacteristicsforaNewEra，Chinahasmadehistoricachievementsinfoodsecurity.However，China’sfoodsecurityisalsofacingnewchallengesandproblems.Weneedtofullyimplementthenewconceptoffoodsecurity，thoroughlyimplementthestrategyofstoringgraininthegroundandstoringgrainintechnology，andlayasolidfoundationforfoodsecurityinallaspectsofpolitics，scienceandtechnology，humanresources，industry，law，cultureandecology，soastolayasolidfoundationforbuildinganagriculturalpowerandmodernizationofagricultureandruralareas.

糧食安全是“國(guó)之大者”，保障國(guó)家糧食安全是實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定、國(guó)家安全的重要基礎(chǔ)。黨的二十大報(bào)告指出要“全方位夯實(shí)糧食安全根基，牢牢守住十八億畝耕地紅線，確保中國(guó)人的飯碗牢牢端在自己手中”^［1］。

黨的十八大以來，以習(xí)近平同志為核心的黨中央始終堅(jiān)持農(nóng)業(yè)農(nóng)村優(yōu)先發(fā)展，把糧食安全作為治國(guó)理政的頭等大事，提出“確保谷物基本自給、口糧絕對(duì)安全”的新糧食安全觀，實(shí)施“以我為主、立足國(guó)內(nèi)、確保產(chǎn)能、適度進(jìn)口、科技支撐”的國(guó)家糧食安全戰(zhàn)略，走出了一條中國(guó)特色糧食安全之路，為新時(shí)代牢牢端穩(wěn)“中國(guó)飯碗”、牢牢把住糧食安全主動(dòng)權(quán)奠定了思想基礎(chǔ)、指明了戰(zhàn)略方向、提供了根本遵循。
