基于數字鄉村戰略的農民信息素養提升研究

摘要 農民信息素養提升對推動數字鄉村多個方面穩步發展具有深遠的現實意義。當前，我國數字鄉村建設取得了顯著成效，農民生活水平顯著提升。然而，緣于長期以來農民基礎素養不扎實、培育體系不完善、城鄉發展不均衡、資源配置不充分等綜合影響，仍存在諸多阻礙農民信息素養提升因素。通過田野調查結合數字鄉村建設對民眾提出新要求，需完善信息素養培育基礎設施、強化農民信息素養提升意識、健全農民信息素養提升機制、創新農民信息素養培育模式等優化農民信息素養提升路徑，以期為推動數字鄉村高效建設、實現農業農村高質量發展提供借鑒。

Research on Improving Farmers’ Information Literacy Based on Digital Rural Strategy

Abstract The improvement of farmers’ information literacy has profound practical significance in promoting the steady development of digital rural areas in multiple aspects. Currently， China’s digital rural construction has achieved significant results and the living standards of farmers have significantly improved. However， due to the long-term lack of solid basic literacy among farmers， incomplete cultivation systems， uneven urban-rural development and insufficient resource allocation， there are still many factors that hinder the improvement of information literacy among farmers. Through field research combined with digital rural construction， new requirements were put forward for the public. It was necessary to improve the infrastructure for cultivating information literacy， to strengthen the awareness of enhancing farmer information literacy， to improve the mechanism for eb96ec2121d337fe678d2b51fc4a4f11bnhancing farmer information literacy， to innovate the model of cultivating farmer information literacy， and to optimize the path for improving farmer information literacy. The aim was to provide reference for promoting efficient digital rural construction and achieving high-quality development of agriculture and rural areas.

2019年5月，中共中央辦公廳、國務院辦公廳印發《數字鄉村發展戰略綱要》（以下簡稱《綱要》）中明確提出“數字鄉村”能有效推動“三農”工作信息化、智能化，從整體帶動農業農村數字化、現代化轉型升級，同時對農民現代信息素養提升提出了更高要求。2021年6月國務院頒布《全民科學素質行動規劃綱要（2021—2035年）》提出實施高素質農民培育計劃，以全面推動農民全方位信息素養提升為數字鄉村發展提供人才支撐。因此，在數字鄉村戰略穩步推進中，農民信息素養發揮著重要作用，一方面提升農民適應農村社會信息化發展的能力，另一方面形塑數字鄉村發展新模式，助推中國式數字鄉村現代化的建設。……
