城市設計驅動老工業區新生

摘要

本文以沈陽鐵西區為例，探討了城市設計如何驅動老工業區的復興。鐵西區作為中國近現代工業發展的重要見證，承載著豐富的工業文化遺產和城市記憶。“鐵西老城區城市復興計劃”旨在通過城市設計手段實現產業經濟、社會活力、文化傳承、綠色生態與韌性智慧五大系統的全面提升。以工業博物館為核心發展板塊的旗艦項目是鐵西老城區城市復興的關鍵。該項目通過活化工業遺存、引入新業態、構建立體化空間網絡等方式，旨在打造面向國際化、面向未來的東北亞國際化中心城市示范區。此外，還包括興華南街商圈改造提升、勞動公園改造提升以及工人村歷史建筑群保護更新等多個重點項目，共同推進鐵西老城區的全面復興。城市復興行動遵循“四步走計劃”，并通過機制保障項目的順利推進。這些措施將有助于鐵西老城區煥發新活力，實現城市復興的美好愿景。

Abstract

This article takes Tiexi District in Shenyang as an example to explore how urban design drives therenaissnce of old industrialareas.Asanimportant witnessofChina’smoder industrial development，Tiexi Districtcarries rich industrialcultural heritage and urbanmemory.The UrbanRenaissancePlanforOld Urban Areaof Tiexi Districtaims tocomprehensivelyenhance the5majorsystemsofindustrialeconomy，social vitality，culturalheritage，greenecology， andresilient wisdom through urban designmethods.The flagship project with the Industrial MuseumofChinaas the coredevelopmentareaisthekeytotheurbanrenaissanceof theoldurbanareain TiexiDistrict.This projectaims to createademonstration Zone foran internationalizedand future-oriented center cityin NortheastAsia byrevitalizing industrialheritage，introducingnew businessmodels，andconstructingathre-dimensional spatialnetwork.Inddition， it also includes multiple keyprojectssuchas therenovationandupgradingofXinghua South Stretcommercial district andLaborParkand the protectionandrenewalof historical buildings in Workers’Village，which jointly promote the comprehensive renaissance of the old urban area of Tiexi.The urban renaissance action follows the ^s4 -stepplan”and ensuresthesmooth progressofthe project through mechanisms.These measures willhelprevitalize theoldurbanarea ofTiexiand realize the beautiful vision of urban renaissance.

0引言

區在20余年前以“東搬西建”模式進行了早期探索，為沈陽城市轉型發展釋放了空間，也保留了大量的工業遺存。

沈陽是中國歷史最悠久的重工業城市之一，是探索老工業基地城市更新和實現東北振興的關鍵力量。作為城市更新行動的先驅者，鐵西鐵西區城市更新范圍約 100km² 。其中，重點更新區2片，包括工博更新片區和中關村科創片區，是“一樞紐四中心”建設承載地區、代表城市形象的公共服務中心（圖1）。……
