沈陽城市更新的戰略思路研究

沈陽是全國首批21個城市更新試點中唯一的東北城市。本文通過研究沈陽城市更新，探索東北老工業基地轉型發展和城市創新治理途徑。基于對沈陽城市既有發展基礎和戰略要求的認識，提出沈陽城市更新的戰略思路，主要包括： ① 尋求擺脫對房地產開發的路徑依賴，促成人口和產業增長，以提升市場消化存量建筑的能力； ② 劃定不同類型更新區，結合空間環境的更新周期，初步估算吸納城市新增人口和產業功能所形成的更新規模和經濟效益，探討以存量更新推動沈陽轉型發展的可行性； ③ 需要特別重視利用區位、基礎設施和規劃政策，推進能夠提升沈陽在國際、國內和區域競爭能力的重大項目和產業，特別是高端制造業和生產者服務業，及相應的落地核心區和機會區； ④ 完善城市更新的組織體系、政策體系、規劃體系和實施體系，以保障沈陽城市更新行動的推進。

Abstract

Shenyang，as theonlynortheasterncityamong the firstbatchof21pilotcities forurbanrenewal inChina，explores the transformationand developmentof theoldindustrial base inNortheastChina and the innovationof urban governance through urbanrenewal，whichis the strategic goalofthe implementationofurbanrenewal.Basedontheunderstanding ofShenyang'sexistingdevelopment foundationand strategic requirements，this paperputs forward the strategic ideas forShenyang'surbanrenewal， including ① seekingto breakaway fromthepathdependenceonreal estatedevelopment and promoting population and industrial growth to enhance the market’s capacity to digest existing buildings; ② delineatingdifferenttypesofrenewalareas，and incombinationwith therenewalcycleof thespatialenvironment， preliminarily estimating the renewal scale and economic benefits formed bythe absorptionofnew population and industrial functions，and discusingthe feasibilityof promoting Shenyang'stransformationanddevelopmentthrough stock renewal; ③ paying special attention to the use of location， infrastructure，and planning policies to promote major projectsandindustries thatcanehance internationaldomestic，andregionalcompetitiveness，speciallyforghnd manufacturingand producerservices，aswellasthecorrespondingcoreareasandopportunityareas forimplementation; ④ improving theorganizational system，policysystem，planningsystem，and implementation systemofurbanrenewal to ensure the advancement of Shenyang's urban renewal actions.

中國城鎮化進人轉型發展階段，黨的十九屆五中全會首次將城市更新行動上升為國家戰略。推進國家治理體系和治理能力現代化，實現人民對美好生活的向往，實現社會主義現代化的第二個百年目標，是我國新時期發展的主要方向。城市更新行動能夠和必須成為推進實現國家發展目標的重要舉措。
