城市設計引領下的東北振興探索

摘要

本文基于城市復興理論概述了千年古都沈陽正在通過城市設計引領東北振興，在聚焦核心板塊之下，實現高質量的城市更新與特色發展。首先，文章構建了以人居科學為基礎、以城市復興為導向的城市復興框架，涵蓋多元目標與理念，并闡述了城市復興的五大系統和8個理念。隨后，本文在沈陽實踐創新的基礎上，結合五大行動、分區推動、分類施策等策略，以及以人為本、精細管控等理念，通過旗艦激活、總師伴隨、平臺協作、項目建庫等機制，總結詮釋了城市更新背景下、面向城市復興目標的城市設計，包括更加多元的目標內涵、更加連貫的規劃傳導、更加科學的工作模式、更加精準的技術指引、更加人性的場景塑造、更加豐富的技術體系、更加聚焦的戰略錨點、更加創新的制度探索、更加完善的統籌機制等10個特征，并通過沈河盛京方城的文化復興、和平太原街商圈的消費升級和鐵西工業博物館的工遺再生3個典型板塊，展示了城市設計在沈陽城市復興實踐中的應用。

Based onthetheoryofurbanrenaissance，thisarticleoutlines how Shenyang，amilleniumoldcapital，is leading the revitalizationofNortheast Chinathrough urbandesign.By focusingoncoreareas，the cityaims toachieve high-quality urbanrenewalanddistinctivedevelopment.Initially，thearticleconstructsanurbanrenaissance frameworkrooted inhuman settement science andoriented toward urban renaissance.This framework encompasses various goals and concepts，elaborating onthe5primarysystemsand8conceptsofurbanrenaissnce.SubsequentlybasedonShenyang's innovative practice，the article summarizes and interprets urban design aimed atachieving urbanrenaissnce goals withinthecontextof urbanrenewal.This includes1Ocharacteristics： more diverse targetconnotations，morecoherent planningandtransmission，more scientific work models，more refined technical guidance，more humane scene shaping， richer technicalsystems，more focused strategicanchors，moreinnovative institutionalexploration，more comprehensive overallplanning mechanisms，and more detailedaction plan.This interpretation is informed by elements suchas the 5 majoractions，bridgingthepastandfuture，promotionbyzoning，implementationofclasifiedpolicies，being peopleoriented，exerciseofineotrol，flagsipctivation，chiefngineercompanment，platfomcolaboationand project databaseconstruction.Furthermore，through 3representativecases，theculturalrevivalof ShengjingFangcheng inShenheDistrict，theconsumptionupgradeofTaiyuan StreetcommercialdistrictinHepingDistrict，andtheindustrial heritage regenerationof Industrial MuseumofChina in Tiexi District，the article ilustrates the applicationof urban design in Shenyang'surban renaissance efforts.
