The Internal Logic of the Great Struggle of the Communist Party of China in the New Era to Continue the Great Founding Spirit of the Party

Abstract:The logic of the new era of the Communist Party of China (CPC) to continue the great struggle to continue the great founding spirit of the party mainly consists of theoretical logic,historical logic,development logic and practical logic,which take the doctrine of basic contradictions in society as the main line of logic,constituting an organic unity that is closely linked and interlocked.As far as theoretical logic is concerned,the core ideological and theoretical resource for the CPC to carry out great struggles in the new era and to continue the great founding spirit of the party is the theory of basic social contradictions.As far as historical logic is concerned,the continuation of the great founding spirit of the party is essentially a century-long glorious history in which the CPC has relied on the theory of basic social contradictions to promote the connotation of the great struggle to keep pace with the times,and thus continuously achieved victory in the struggle.As far as the logic of development is concerned,it is necessary to rely on the theory of basic social contradictions in order to elucidate the implications of the righteousness and innovation of the great founding spirit of the party of the new era.In terms of the logic of practice,because the innovative implication of the great founding spirit of the party of the new era in adapting to the changes in the movement of the basic contradictions of the society implies its righteous implication,it is necessary to carry out the great struggle in a targeted manner to continue the different innovative implications it encompasses.

A Diachronical Study of Zhang Taiyan's View of Evolution

Abstract:Between 1903 and 1906,Zhang Taiyan's views on evolution underwent a sharp "break".During the period of Qiu Shu(《訄書》),Zhang Taiyan agreed with the evolutionary theories of Darwin and Spencer;during the period of Ju Fen Evolution(《俱分進(jìn)化論》), he proposed the concept of evolution in which good,evil and bitterness evolved together.He further expanded the concept of "Ju Fen" to understand civilization.In the period of Min Bao,especially in The Explanation of on Leveling All Things,the theoretical roots behind the critique of Evolution gradually emerge.This is expressed in the ideological interest in seeing Wen and Ye as identical,and in a profound reflection on the teleological view of civilisation.His critique of the concept of evolution itself is in fact extraordinarily alert to the danger of ideas such as civilization and progress being used to rationalize,legitimize power and violence.This is the way to understand Zhang Taiyan's lifelong theoretical pursuit.

The Logic,Mechanism and Routes of Finance to Provide High-Quality Services For the New Real Economy

Abstract:The finance fundamental purpose is to provide high-quality services for the economic and social development.Nowadays,the developing real economy is deeply integrated with the digital economy,different from the traditional real economy.The financial sector must to follow the new demand of the new paradigm in order to improve the logical relationship of finance and the real economy.Meanwhile, financial sector urgently need to innovate the function mechanism of finance on real economy from macro level to micro level,provide digital and intelligent financial supplies to promote the new real economy's development.For this purpose,Chinese financial sectors should build scientific and technological finance system,construct new financial infrastructure,establish modernized financial market and lay a solid barrier for the risk management.Then,we would dredge the channels for capitals to enter the new real economy,based on high-level financial supplies with innovative, adaptive,inclusive and safety characters to provide high-quality services for the new real economy.

Study on the Impact of Digital Transformation on the High-Quality Development of Manufacturing Industry in the Context of "Belt and Road" Initiative--Based on the Perspective of Industrial Structure Upgrading and Digital Trade

Abstract:Manufacturing industry is an important pillar of the national economy and an important cooperation area of the "Belt and Road" initiative.With the development of globalization, informatization and digitization,the manufacturing industry is facing new opportunities and challenges,and needs to undergo digital transformation to adapt to the new market demand and competitive environment.The article selects Shanghai and Shenzhen A-share listed companies in the manufacturing industry with direct investment in countries along the "Belt and Road" as the research object,and empirically examines the impact of digital transformation on the high-quality development of the manufacturing industry based on the panel data from 2010 to 2022,using the dynamic panel model and the instrumental variables method,as well as the mechanism and effect of digital trade, and the influence of digital transformation on the high-quality development of the manufacturing industry.Mechanism and effect,and the moderating role of digital trade.The results of the study show that digital transformation has a significant positive effect on the high-quality development of the manufacturing industry and plays a mediating role through industrial structure upgrading;digital trade has a significant enhancement effect on the positive effects of digital transformation and industrial structure upgrading, and a significant enhancement effect on the positive effects of the high-quality development of the manufacturing industry.The conclusions of the study provide policy insights for the high-quality development of manufacturing industry in countries along the Belt and Road,that is,we should accelerate the pace of digital transformation,promote the optimization and upgrading of industrial structure,and at the same time,actively participate in the formulation of the rules and cooperation of digital trade,so as to improve the quality and efficiency of digital trade.

Abstract:On the occasion of the 10th anniversary of the construction of China's Pilot Free Trade Zone,the State Council issued the Overall Program for China (Xinjiang) Pilot Free Trade Zone in October 2023,officially approving the establishment of the China (Xinjiang) Pilot Free Trade Zone,which has made Xinjiang China's 22nd Pilot Free Trade Zone,and the first one in China's northwestern border area.The article thoroughly researches and analyzes the great significance of the establishment of Xinjiang Pilot Free Trade Zone,and makes a comprehensive analysis and reflection on the role of the Pilot Free Trade Zone in pulling China's economic growth and realizing high-quality development,the role and impact of institutional innovation in the Pilot Free Trade Zone in creating a first-rate business environment and enhancing the international competitiveness of modern industries,as well as the relationship between system-based open innovation and the in-depth implementation of the enhancement strategy of the Pilot Free Trade Zone in the context of anti-globalization.The issues are comprehensively analyzed and considered.On this basis,it puts forward ideas and countermeasure suggestions on how to build the Xinjiang Pilot FTZ with high standard and high quality by taking high-level opening up as the lead and institutional innovation as the core.

Interpretative Theory of the Legal Refund System in the Penalty of Confiscation of Illegal Income

Abstract:The construction of legal refund system in the punishment of confiscation of illegal income is effectively compatible with public and private interests,which is a response to the practical needs of public law and private law,and its theoretical basis lies in the value concept of priority protection of private rights and the idea of "the state does not compete with the people for profits".There are three conditions for the application of the legal refund system:the existence of competing legal liabilities,the existence of illegal proceeds,and the fact that the parties concerned should bear property civil liabilities in accordance with the law.The value of the refund system in promoting the modernization of the national governance system and governance capacity is mainly manifested in the following:embodies the people-centered rule of law concept,the implementation of the principle of proportionality,strengthened the principle of fairness of administrative penalties and the realization of the optimization of the business environment is an important measure.From the viewpoint of logical relationship,the system of refund according to law is not the confiscation of illegal income of the antecedent administrative procedures,the party according to law to refund the amount of money is the confiscation of illegal income of the factual constituent elements,which directly affects the confiscation of illegal income of the legal effect of punishment.Through the improvement of the administrative penalty processing time limit suspension system and ex officio administrative mediation embedded in the administrative penalty procedure is conducive to the direct implementation of the refund system and to ensure the legality of the confiscation of illegal income penalties,and finally to improve the procedures of the financial sector to return the money to give full play to the financial sector to return the money to the system's function of the bottom-up and complementary.

Characteristics,Deficiencies and Improvement of Criminal Procedural Law Governance of Cyber Violence Crimes

Abstract:The Guiding Opinions on Punishing Cyber Violence Crimes introduces a criminal procedural law perspective on the governance of cyber violence crimes.Through the pre-case extension of assistance in obtaining evidence,expanding the interpretation of the conditions for public prosecution,and prioritizing the use of public prosecution procedures,the norm highlights the competence-led features in the governance of cyber violence crimes.However,the ex officio governance of cybercrime is incomplete,and may unduly restrict the victims' right of action and fail to take into account the interests of network service providers.Therefore, in terms of competence governance,the procedural elements of assistance in obtaining evidence should be clarified,and the threshold for filing a private prosecution should be lowered;in terms of the governance of the right of action, the victim's right to choose the procedure in the three stages of the process,namely,before,during and after, should be guaranteed;and in terms of the governance of the platform,the cooperation between the state organs and the third-party network platform should be strengthened,and cyberviolence compliant business should be actively promoted.

A Study on Central Asian Students' Perception of China's Image in the Perspective of Cross-cultural Communication

Abstract:National image is an important expression of national soft power.As the main medium of global cultural communication,international students play an important role in the dissemination of national image.Based on the four-dimensional model of national image and the theory of cross-cultural adaptation,the article adopts the research method of questionnaire survey and semi-structured interviews to analyze the image of China in the eyes of Central Asian international students by deconstructing it into four dimensions,namely,sense of national responsibility,comprehensive strength of the country,attractiveness of the country,and emotion towards the country.The study shows that factors such as educational experience,exposure to groups,mass media,social support,and cultural exposure time affect Central Asian students' perception of China's image.In the context of global communication,efforts should be made to enhance the influence of Chinese media and Confucius Institutes in Central Asia,to promote the value identity of Central Asian students through "curriculum thinking",to strengthen their positive interaction with Chinese society,and to promote the international dissemination of China's image.

Abstract:In the field of social governance in the era of digitalization,as an important reference for the ability of the governing body,information exchange ability is the ability of the governing body to exchange information in order to obtain the ability to meet its own needs and realize the effectiveness of governance.From the logic of reality,the improvement of the information exchange capacity of governance subjects is conducive to promoting the effective resolution of public events, ensuring the high-level development of public services,and guaranteeing the maximization of public interests.In the field of social governance,the information exchange capacity of governance subjects is affected by internal or subjective factors such as the cognitive level,interest demands and goal orientation of governance subjects,and constrained by external factors such as the social governance structure.The article combines the internal and external factors constraining the information exchange capacity of governance subjects,and puts forward corresponding and targeted improvement paths,aiming to solve the problems caused by information redundancy and information asymmetry in the era of digitalization,such as difficulties in the coordination of governance subjects and reduced effectiveness of social governance,and to promote the modernization of the social governance system and the governance capacity.
