











[摘 要:文章基于2002—2019年中國(guó)30個(gè)省份的面板數(shù)據(jù),首先采用改進(jìn)的區(qū)位熵測(cè)度各省份高新技術(shù)產(chǎn)業(yè)集聚水平,然后采用熵值法對(duì)各省域科技創(chuàng)新進(jìn)行評(píng)價(jià)。通過全局Moran′s I指數(shù)檢驗(yàn)區(qū)域經(jīng)濟(jì)增長(zhǎng)的空間溢出效應(yīng),在此基礎(chǔ)上建立空間計(jì)量模型檢驗(yàn)科技創(chuàng)新在高新技術(shù)產(chǎn)業(yè)集聚與區(qū)域經(jīng)濟(jì)增長(zhǎng)之間的中介效應(yīng)。實(shí)證發(fā)現(xiàn):各省份高新技術(shù)產(chǎn)業(yè)集聚與科技創(chuàng)新的分布情況具有很強(qiáng)的相似性;在3種不同的空間權(quán)重矩陣下,全局Moran′s I指數(shù)均顯著為正,說明區(qū)域經(jīng)濟(jì)增長(zhǎng)存在明顯的正向空間溢出效應(yīng);通過中介效應(yīng)檢驗(yàn)得出,科技創(chuàng)新在高新技術(shù)產(chǎn)業(yè)集聚與區(qū)域經(jīng)濟(jì)增長(zhǎng)之間起中間傳導(dǎo)作用。

Abstract:Based on the panel data of 30 provinces in China from 2002 to 2019,this paper first uses the improved location entropy to measure the concentration level of high-tech industries in each province,and then uses the entropy method to evaluate the scientific and technological innovation in each province. The spatial spillover effect of regional economic growth is tested by the global Moran′s I index. On this basis,a spatial econometric model is established to test the intermediary effect of scientific and technological innovation between high-tech industrial agglomeration and regional economic growth. The empirical results show that the distribution of high-tech industrial agglomeration and scientific and technological innovation in different provinces is very similar;under three different spatial weight matrices,the global Moran′s I index is significantly positive,indicating that there is a significant positive spatial spillover effect in regional economic growth;through the intermediary effect test,it is concluded that scientific and technological innovation plays an intermediary role between high-tech industrial agglomeration and regional economic growth.

一、引 言
黨的十九屆五中全會(huì)指出,堅(jiān)持創(chuàng)新在我國(guó)現(xiàn)代化建設(shè)全局中的核心地位,深入實(shí)施科教興國(guó)戰(zhàn)略、創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,完善國(guó)家創(chuàng)新體系,提升企業(yè)技術(shù)創(chuàng)新能力,完善科技創(chuàng)新體制機(jī)制[1]。中國(guó)要以創(chuàng)建創(chuàng)新型國(guó)家為抓手,從體制機(jī)制、資源要素等層面推進(jìn)科技創(chuàng)新,依靠科技創(chuàng)新為中國(guó)經(jīng)濟(jì)高質(zhì)量發(fā)展提供不竭動(dòng)力。近年來,中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),粗放型的經(jīng)濟(jì)發(fā)展模式已經(jīng)難以適應(yīng)經(jīng)濟(jì)發(fā)展需要,產(chǎn)業(yè)結(jié)構(gòu)繼續(xù)調(diào)整,科技創(chuàng)新成為推動(dòng)社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展的內(nèi)在力量。隨著國(guó)家對(duì)科技創(chuàng)新的高度重視,相關(guān)科技政策不斷出臺(tái),從2016年開始,中國(guó)就在科研創(chuàng)新領(lǐng)域制定了相關(guān)政策,涵蓋了深化科技體制改革、科技成果轉(zhuǎn)化、科技獎(jiǎng)勵(lì)機(jī)制、科技人才激勵(lì)、科技創(chuàng)新支持、科技人才發(fā)展和科技組織提升等方面。……
