地區(qū)數(shù)字化水平、綠色技術創(chuàng)新與制造業(yè)綠色轉型

摘 要：綠色轉型已成為制造業(yè)高質量發(fā)展的必然要求，數(shù)字化為此提供了良好的契機。文章基于2010—2019年長江經(jīng)濟帶省際平衡面板數(shù)據(jù)，運用超效率SBM模型和ML指數(shù)測度制造業(yè)綠色全要素生產(chǎn)率（GTFP），借助主成分分析法計算地區(qū)數(shù)字化水平綜合指數(shù)，檢驗地區(qū)數(shù)字化水平對制造業(yè)GTFP的影響及中介機制。研究顯示：地區(qū)數(shù)字化水平顯著正向影響長江經(jīng)濟帶制造業(yè)GTFP；門檻效應檢驗發(fā)現(xiàn)，當?shù)貐^(qū)數(shù)字化水平高于單一門檻值0.363時，才能發(fā)揮對制造業(yè)GTFP的促進作用；地區(qū)數(shù)字化水平對制造業(yè)GTFP的影響呈現(xiàn)上中下游逐級遞減的梯度格局；綠色技術創(chuàng)新在地區(qū)數(shù)字化水平與制造業(yè)GTFP中發(fā)揮部分中介作用；經(jīng)濟后果分析發(fā)現(xiàn)，地區(qū)數(shù)字化水平通過綠色技術創(chuàng)新賦能長江經(jīng)濟帶制造業(yè)綠色轉型，提升了地區(qū)經(jīng)濟水平。最后，文章提出了包括加強數(shù)字化建設、強化地區(qū)間協(xié)調發(fā)展、提升綠色技術創(chuàng)新支持力度等政策建議。

Abstract：Green transformation has become an inevitable requirement for high-quality development of manufacturing industry，and digitalization provides a good opportunity for this. Based on the inter provincial balance panel data of the Yangtze River economic belt from 2010 to 2019，the super efficiency SBM model and ML index are used to measure the green total factor productivity（GTFP）of manufacturing industry. The comprehensive index of regional digitization level is calculated with the help of the principal component analysis，and then the impact of regional digitization level on manufacturing GTFP and the intermediary mechanism are tested. The results show that the level of regional digitization has a significant positive impact on the manufacturing GTFP of the Yangtze River economic belt；the threshold effect test finds that when the regional digital level is higher than the single threshold of 0.363，it can promote the GTFP of manufacturing industry；the impact of the regional digital level on manufacturing GTFP shows a gradient pattern of gradual decline in the upstream，middle，and downstream； green technology innovation plays an intermediary role in regional digital level and manufacturing GTFP；the economic consequence analysis finds that the regional digital level enables the green transformation of manufacturing industry in the Yangtze River economic belt through green technology innovation，which promotes the improvement of regional economic level. Finally，this paper puts forward targeted policy recommendations，including strengthening digital construction，strengthening coordinated development among regions，and enhancing support for green technology innovation.

一、引 言

黨的二十大報告指出，應協(xié)同推進降碳、減污、擴綠、增長，推動綠色發(fā)展，促進人與自然和諧共生。具體來看，“加快規(guī)劃建設新型能源體系”“加快發(fā)展方式綠色轉型”“推動形成綠色低碳的生產(chǎn)生活方式”等一系列新目標、新任務為各行業(yè)綠色發(fā)展指明了努力方向。二十大報告進一步強調，應穩(wěn)步推進制造業(yè)高端化、智能化、綠色化發(fā)展，這有利于提升我國制造業(yè)國際競爭力，促使制造業(yè)產(chǎn)業(yè)鏈、價值鏈向中高端不斷攀升。……
