淺談水利工程項目管理

摘? 要：水利工程項目管理是一項復雜的系統(tǒng)工程，在項目的決策階段，一定要分析清楚為什么要建設該工程、怎么建設該工程、為誰建設該工程等問題。往往水利工程的地質(zhì)條件是錯綜復雜，施工環(huán)境相對艱苦惡劣，所以，在項目的準備及實施階段一定要做好充分的準備及人員與技術(shù)支持，很好地完成項目建設任務，移交給運營方。該文主要是通過組織措施、經(jīng)濟措施、技術(shù)與合同等措施，運用到水利工程項目的不同階段的管理，使水利工程項目的總目標得以實現(xiàn)。

Brief? Disscution on Water Conservancy Project Management

Abstract： Water conservancy project management is a complex system engineering， in the decision-making stage of the project， we must analyze why to build the project， how to build the project， for whom to build the project and so on. Usually， the geological conditions of water conservancy projects are complex， and the construction environment is relatively harsh. Therefore， in the preparation and implementation stage of the project， we must make full preparation， personnel and technical support to complete the project construction task well and hand it over to the operator. This paper is mainly through organizational measures， economic measures， technology and contract measures， applied to the management of different stages of water conservancy projects， so that the overall goal of water conservancy projects can be achieved.

項目是一個過程，所以水利工程項目管理是一個過程的管理，管理是主要通過計劃、組織、實施、分析糾偏，最終實現(xiàn)原定總目標這樣一個過程。工程項目管理主要分為決策階段、準備階段、實施階段以及運營階段的管理。水利工程項目由于地質(zhì)條件復雜等特點，所以水利工程項目的管理是一項復雜的系統(tǒng)工程[1]。

1? 水利工程項目決策階段的管理

水利工程項目是否要建設、怎么建、為誰建及其建設后的社會效益以及經(jīng)濟效益都要研究分析清楚，這也是決策階段的主要任務。

可以通過組織措施，邀請水利產(chǎn)業(yè)及水利行業(yè)的權(quán)威專家參與水利工程項目立項研討論證會。產(chǎn)業(yè)專家主要論證的是建成項目之后的社會效益以及經(jīng)濟效益，行業(yè)專家主要論證的此工程項目建設過程中的技術(shù)難點以及解決方案，這樣的論證會一定要邀請專家到項目建設實地調(diào)研，這樣論證會才會做到實事求是，有的放矢[2]。……
