摘要:本文以廣東省佛山市南海區為例,從基礎教育發展空間分布、設施數量質量、增長速度不均衡的角度,綜合考慮幼兒到高中、本地與外地人口教育設施需求,基礎與非基礎教育的相互銜接,教育部門與規劃部門在基礎教育設施設計規范上的差異,提出全域統籌、城鄉一體化的基礎教育設施設置標準體系,統一基礎教育設施的建設標準,協調城鄉格局的區域差異,落實到地方形成南海標準。

Research on the Standard Setting of Basic Education Facilities for Overall Planning: A Case of Nanhai District of Foshan City

[Abstract] Taking Nanhai District of Foshan City as an example, this paper comprehensively considers the needs of children’s educational facilities in high schools, local and external populations, and the connection between basic and non-basic education from the perspective of spatial distribution of basic education development, quality of facilities and uneven growth rate. The difference between the education department and the planning department in the design of basic education facilities, proposes a standard system for the basic education of urban integration and urban-rural integration, unifies the construction standards of basic education facilities, coordinates regional differences in urban and rural patterns, and implements local standards for the formation of the Nanhai District.

引言
“百年大計,教育為本”。基礎教育發展的重要性已成全球共識,2010年,國家出臺《國家中長期教育改革和發展規劃綱要》提出基礎教育發展要實現“更高質量、更加公平、更有效率、更可持續的發展目標”。為了落實國家戰略目標,《廣東省中長期教育改革和發展規劃綱要(2010—2020年)》在國家中長期教育改革發展規劃綱要的基礎上,提出“統籌解決非戶籍常住人口子女平等接受義務教育問題。結合推進產業和勞動力‘雙轉移’,調整完善政策,多途徑為非戶籍常住人口子女提供義務教育學位,逐步實現非戶籍常住人口子女平等接受義務教育”。在此背景下,佛山市南海區出臺了《佛山市南海區創建廣東省教育綜合改革示范區實施方案(2010—2020年)》,“推進基礎教育高水平均衡發展”,南海區教育部門借助全區編制多規合一的契機,以規劃部門控規全覆蓋為基礎推……
