新時期國土空間規劃的初步認識

摘要：當前，我國已進入新時期發展階段。全面建立空間規劃體系，推進多規合一，實現主體功能區規劃、土地利用總體規劃、城鄉規劃、海洋功能區劃等空間規劃有機融合是黨中央、國務院為加快推進生態文明建設、實現生態文明領域國家治理體系和治理能力現代化所作出的一項重大決策和部署。在國土空間規劃體系重構背景下，為更好地理解并支撐新時代國土空間規劃體系的建構，本文基于全國層面國土空間規劃的認識與思考，從國土空間規劃任務、規劃重點及治理方式等方面進行初步探討，以期為國內空間規劃體系的建立提供理論基礎及參考借鑒。

Preliminary Understanding for the Territorial Spatial Planning of China in the New Era： Reflections on National Level

[Abstract] At present， China has entered a new stage of development. Building the comprehensive spatial planning system， and promoting organic integration of various planning， such as Main Function Area Planning， Land Use Planning， Urban and Rural Planning， Marine Functional Planning， are major decision and deployment made by the party central committee and the state council to accelerate the construction of ecological civilization and to modernize management system and management ability in modern ecological civilization area. Under the background of national spatial planning system reconstruction， in order to better understand and support the construction of the national spatial planning system in new era， this article preliminary discusses the national spatial planning tasks， key points and governance is based understanding and thinking of territorial spatial planning at national level， in the hope of providing theoretical basis and reference for the establishment of the spatial planning system.

引言

建立符合生態文明發展要求的空間規劃體系，是黨的十八大作出的重大戰略決策。2014年以來，中央全面深化改革委員會和國務院多部委開展了包括市縣多規合一、省級空間規劃、城市總體規劃、土地利用總體規劃等空間規劃改革探索[1-4]，為國家建立新時代國土空間規劃體系積累了豐富的經驗。2019年5月，《中共中央 國務院關于建立國土空間規劃體系并監督實施的若干意見》的頒布實施，標志著國土空間規劃體系構建工作正式全面展開[5]。新時代，不僅要科學編制國土空間規劃，更重要的是創新規劃管理體制，搭建規劃管理信息平臺，優化建設項目審批制度，健全規劃政策法規和技術支撐體系。……
