摘要:草原牧業(yè)旗縣三生空間結(jié)構(gòu)迥異于農(nóng)業(yè)發(fā)展地區(qū),通過空間結(jié)構(gòu)績(jī)效評(píng)價(jià),探求影響該類地區(qū)發(fā)展的主要因素,對(duì)提升牧區(qū)人居環(huán)境、加快經(jīng)濟(jì)發(fā)展具有重要意義。本文以內(nèi)蒙古錫林郭勒盟鑲黃旗2006—2017年三生空間為牧業(yè)旗縣三生空間結(jié)構(gòu)績(jī)效評(píng)價(jià)研究對(duì)象,構(gòu)建包含6個(gè)子目標(biāo)層16項(xiàng)評(píng)價(jià)因子的績(jī)效評(píng)價(jià)體系,通過熵權(quán)法加權(quán)計(jì)算子目標(biāo)層評(píng)價(jià)分值,對(duì)子目標(biāo)層得分采用CCR模型進(jìn)行數(shù)據(jù)包絡(luò)分析(DEA),發(fā)現(xiàn)有效DEA數(shù)目眾多,無法進(jìn)行排序,因此在CCR模型基礎(chǔ)上采用超效率模型進(jìn)行績(jī)效值排序。通過評(píng)價(jià)得出結(jié)論:(1)牧業(yè)旗縣三生空間績(jī)效投入產(chǎn)出是政策與自然環(huán)境雙重作用結(jié)果;(2)鑲黃旗三生空間績(jī)效呈現(xiàn)整體上升趨勢(shì),但2015年受到自然、政策因素影響,出現(xiàn)陡然降低的情況;(3)牧業(yè)旗縣發(fā)展較為緩慢,有效DEA數(shù)目眾多,需要進(jìn)一步采用超效率模型進(jìn)行績(jī)效排序。

DEA Model Based Ecological-Production-Living Space Performance Evaluation Method and Empirical Study in Animal Husbandry Area

[Abstract] The spatial structure of ecological-production-living space in animal husbandry area is different from that in agricultural development area. Through the evaluation of spatial structure performance, it is of great significance to explore the main factors affecting the development in these areas in order to improve the living environment and accelerate economic development. The case of Xianghuang Banner, Xilingol League in 2006-2017 is used as the research object of the ecological-production-living space performance evaluation in the animal husbandry and county. This ecological-production-living spatial performance evaluation system constructs sixteen evaluation factors from six sub-target layers. The evaluation score of the sub-target layer was calculated by weighting the entropy weight. Using the CCR model for DEA analysis of the sub-target layer, it is found that the number of effective DEAs is too large to be sorted. Therefore, the CCR model based on the super-efficiency model is used for ranking performance values. The conclusion is drawn through the evaluation: (1) The input and output of ecological-production-living spatial performance in the animal husbandry and county are the results of the dual effects of policy and natural environment.(2) The performance of the ecological-production-living space in Xianghuang Banner, Xilingol League showed an overall upward trend, but in 2015 it decreased which was affected by natural and policy factors. (3) The development of ecological-production-living space in animal husbandry area is relatively slow, and the number of effective DEA is large. It is necessary to adopt the super-efficiency model for performance ranking in further study.

引言
空間結(jié)構(gòu)績(jī)效是空間發(fā)展內(nèi)在作用機(jī)制下物質(zhì)表現(xiàn)形式所產(chǎn)生的生態(tài)、經(jīng)濟(jì)、社會(huì)等諸多方面的效益[1-4]。空間結(jié)構(gòu)績(jī)效研究主要是從不同維度進(jìn)行評(píng)價(jià)體系的構(gòu)建,通過績(jī)效評(píng)價(jià)探求空間結(jié)構(gòu)的內(nèi)在影響因素,以及提出相應(yīng)的績(jī)效優(yōu)化策略,通過對(duì)相關(guān)研究進(jìn)行梳理,發(fā)現(xiàn)現(xiàn)階段該領(lǐng)域主要分為4個(gè)研究維度:生態(tài)環(huán)境維度、社會(huì)經(jīng)濟(jì)維度、土地利用維度、公共政策維度[1,3-8]。……
