The devolution of senior medical professional title appraisal is an important measure of implementing national reform of deepening title system. It is characterized by the shift of appraisal subject from government to hospitals, various appraisal standards instead of united ones, self-designed appraisal process instead of determined by the government, change of appraisal requirement from identity management to post management, combined employment instead of isolated one. At the same time, it is faced with the problems including uneven conditions of independent appraisal, questioned scientificity of appraisal standards, and ambiguous rights and liabilities for stakeholders. Therefore, promoting the independent evaluation of senior medical professional titles in the hospital should consider the maturity of the organization, strengthen the comprehensive management ability, establish a scientific appraisal mechanism, promote the appraisal standards to be professional and scientific, strengthen the regulation, and improve the incentive and restraint mechanism.
職稱是專業技術人才專業技術水平和專業能力的主要標志。衛生技術職務是我國專業技術職務的重要組成部分,衛生技術職務評審制度為衛生技術人員職稱管理、職業生涯規劃等提供重要支撐。對于衛生專業技術人員而言,職稱評審不僅是衡量專業技術人才學術水平和專業能力的一個重要標志,更關系到個人的待遇、行業地位、個人榮譽等。為進一步簡政放權,打造服務性政府,國家不斷出臺《關于深化職稱制度改革的意見》等指導性文件,要求改進職稱管理服務方式,發揮用人主體在職稱評審中的主導作用,科學界定、合理下放職稱評審權限[1]。衛生高級職稱評審權下放是貫徹落實國家職稱制度改革的重大突破,是建設服務型政府的重要措施,是將衛生高級專業技術人員的管理權歸還用人單位的重要舉措,是衛生高級職稱改革試點的推廣。
1.評審主體從政府主管到醫院自主。評審權下放前,衛生高級職稱評審權一直掌握在衛生行政部門和人社部門手中。評審權的下放首先要區分評審權和聘任權,人社部門在推進衛生高級專業技術職務評聘工作改革的過程中,強調職稱評聘工作需要淡化資格,強化聘任,實質上是同時下放評審權和聘任權兩種權利。政府職能未轉變時期,政府管轄范圍高度集中,政府負責評審權,單位對通過上級部門評審的對象進行聘任。……
