淺析財政事業單位財務中出納環節的漏洞及防范

[摘 要]出納工作是財務工作的重點，是會計制度實施、執行與核算的關鍵。作為財務工作的重要環節，出納工作不僅不可缺少，而且十分繁瑣，極易出現漏洞。采取有效措施防范漏洞是現階段財政事業單位財務管理亟需解決的難點。

Abstract： Cashier work is the focus of financial work and the key to the implementation， implementation and accounting of accounting systems. As an important part of financial work， cashier work is not only indispensable， but also very cumbersome and vulnerable to loopholes. How to take effective measures to prevent loopholes is a difficult point to be solved in the financial management of financial institutions at this stage.

出納作為事業單位財務工作的基礎，按照制定的政策法律與規章制度，開展現金收付、銀行結算、各類票據和財務印章保管等工作，并對庫存現金、有價證券進行核算。出納能夠將事業單位會計信息反映出來，是加強對資金動態流向控制的關鍵環節，可以促使事業單位資金的合規使用，也便利單位領導了解財務工作具體情況。但是出納工作涉及事項眾多，任務也很繁雜，對財務人員素質與能力要求較高，只要存在錯誤將引起巨大的損失，為事業單位決策部署帶來不利影響。因此我們要提高對出納工作的重視程度，采取有效措施避免發生失誤，為事業單位財務工作效率的提升打下堅實基礎。

一、財政事業單位財務中出納環節的漏洞

（一）會計基礎工作薄弱，內部監督力度不夠

當前很多事業單位未加強錢賬分管工作，缺乏完善的內控制度，無法保證內部管理工作的秩序。具體來說，會計人員經手的現金未及時與出納進行結算，導致出納人員不能對現金收支做出準確的核算，最終引起出納工作的錯誤。……
