PPP模式普惠養老的研究綜述

[摘 要]隨著我國人口老齡化程度的日益加深和人們生活質量的不斷提升，養老服務需求趨向多層次和多樣化，而目前養老服務供需矛盾突出。需要政府、家庭、社會、企業等多方發力，為廣大普通老年人提供價格合理、方便可及的普惠養老服務。因此，深入探討PPP模式如何與我國養老事業相結合，對推動普惠養老發展具有重要意義，為了更好地發揮PPP模式促進普惠養老的作用，在梳理歸納普惠養老文獻的同時，對PPP模式及其在養老方面的應用和發展也進行了國內外研究綜述。

A Summary of Studies on Universal Benefited Old-age Security of PPP Mode

Abstract： With the rapid development of China's aging population and the improvement of residents' living standards， the demand for aged care services has gradually shown a multi-level and diversified trend， and the existing supply is seriously insufficient. How to provide affordable and convenient universal health care services for the general elderly， it requires the government， family， society， enterprises and other efforts. Therefore， exploring the combination of PPP mode and China's old-age industry has important significance for promoting the development of universal benefited old-age security. In order to better play the role of PPP mode to promote development of old-age industry， the article also summarizes the PPP model and its application and development in the aspect of old-age security in the domestic and international research.

一、引言

2019年8月15日，民政部發布的《2018年社會服務發展統計公報》顯示，截至2018年底，全國各類養老機構和設施16.8萬個，養老床位僅比2017年增長3.3%，合計達727.1萬張。全國每千名老年人擁有養老床位29.1張，近兩年連續下滑，相比2017下降1.8張[1]。由此可見，我國養老床位的增長遠遠比不上老年人口的增長速度。2018年，中國老年人口已增長到人口總量的17.9%，老年人口數量首次超過0—14歲人口數量，老少比迎來歷史性拐點。而且人口老齡化還在繼續增加，預計到2030年，60周歲以上老年人口將達3.6億，占總人口的24%。……
