基層衛(wèi)生院孕產(chǎn)期保健網(wǎng)絡(luò)化層級全覆蓋管理實施現(xiàn)狀及對策研究

[摘要] 目的 探討基層衛(wèi)生院孕產(chǎn)期保健網(wǎng)絡(luò)化層級全覆蓋管理實施現(xiàn)狀調(diào)查分析及對策研究。方法 運用資料回顧分析法，依據(jù)重慶市巫溪縣2014—2017年度婦幼保健工作項目中孕產(chǎn)期保健全覆蓋管理實施情況的調(diào)查結(jié)果，對全縣孕產(chǎn)期保健管理質(zhì)量進行綜合評價并提出建議和對策。結(jié)果 2014—2017年度全縣孕產(chǎn)期保健管理資料顯示，孕產(chǎn)婦建冊率、產(chǎn)檢率、產(chǎn)訪率、住院分娩率、系統(tǒng)管理率、高危產(chǎn)婦管理及住院分娩率呈逐年上升。高危孕產(chǎn)婦死亡率、圍產(chǎn)兒死亡率明顯下降。孕產(chǎn)期保健管理人力資源和財政投入力度逐年加大。結(jié)論 實施孕產(chǎn)期保健網(wǎng)絡(luò)化層級全覆蓋管理模式，顯著提升了重慶巫溪縣孕產(chǎn)期保健管理水平，全面推進了全縣婦幼保健工作質(zhì)量。

Research on Implementation Status and Strategy of Healthcare Network Layer Full Coverage Management in the Primary Health Center during the Pregnancy——Taking Wuxi County in Chongqing as an Example

[Abstract] Objective To study the implementation status and strategy of healthcare network layer full coverage management in the primary health center during the pregnancy. Methods The healthcare management quality in the whole county during the pregnancy was comprehensively evaluated according to the investigation results of healthcare full coverage during the pregnancy in the maternal and infant healthcare work from 2014 to 2017 in Wuxi in Chongqing， and the healthcare management quality in the whole county during the pregnancy was comprehensively evaluated， and the suggestions and strategies were put forwards. Results The healthcare management data in the whole county during the pregnancy from 2014 to 2017 showed that the booklet creation rate， prenatal rate， visit rate， hospitalization delivery rate， system management rate， management of high-risk delivery women and delivery rate of pregnancy women increased gradually， and the death rates of pregnancy women and perinatal infants obviously decreased， and the healthcare management humanistic resources and financial input force during the pregnancy increased gradually. Conclusion The implementation of healthcare network layer full coverage during the pregnancy can obviously improve the healthcare management level in Wuxi in Chongqing during the pregnancy， and comprehensively promote the maternal and infant healthcare work quality.

隨著《母嬰保健法》的頒布實施，婦幼衛(wèi)生工作列入我國國民經(jīng)濟和社會發(fā)展總體規(guī)劃。婦幼保健院承擔(dān)著基層婦幼保健的主體工作，但當(dāng)前的基層婦幼保健工作管理尚無規(guī)范的模式，各項工作制度、人員職責(zé)、技術(shù)規(guī)范、管理程序、監(jiān)測方案均無參照標(biāo)準(zhǔn)[1-2]。當(dāng)前新醫(yī)改形勢下，婦幼衛(wèi)生工作如何繼續(xù)貫徹“以保健為中心，保健與臨床相結(jié)合，面向基層，面向群”的婦幼衛(wèi)生工作方針，以順應(yīng)市場經(jīng)濟，改變服務(wù)模式，實行科學(xué)規(guī)范管理[3-4]。重慶市巫溪縣婦幼保健工作主要做法是：認(rèn)準(zhǔn)婦幼衛(wèi)生工作的主要目標(biāo)，更新觀念，以“保數(shù)量”為核心，“抓質(zhì)量”為重心，“促落實”為中心，深入各村、各戶，采取集中式、統(tǒng)一式做好孕產(chǎn)期保健全覆蓋管理工作。……
