摘要 分析了長野縣休閑農(nóng)業(yè)和鄉(xiāng)村旅游發(fā)展特點,主要包括實施農(nóng)業(yè)生產(chǎn)法人制、開發(fā)特色農(nóng)業(yè)旅游產(chǎn)品、注重原生態(tài)保護。總結(jié)了長野縣休閑農(nóng)業(yè)和鄉(xiāng)村旅游的經(jīng)驗與啟示,強調(diào)政府的扶持和引導(dǎo),農(nóng)民的參與和創(chuàng)新,以及將環(huán)境發(fā)展定位為綠色和持續(xù)。長野縣在休閑農(nóng)業(yè)與鄉(xiāng)村旅游發(fā)展過程中積累的豐富成功經(jīng)驗為我國新農(nóng)村建設(shè)和扶貧開發(fā)提供了借鑒。

Research on the Development of Leisure Agriculture and Rural Tourism in Nagano Prefecture in Japan

Abstract The characteristics of the development of leisure agriculture and rural tourism in Nagano Prefecture was analyzed, including the implementation of the legal system of agricultural production, the development of characteristic agricultural tourism products, and the emphasis on the original ecological protection. The experience and enlightenment of the leisure agriculture and rural tourism in Nagano Prefecture was summarized, which emphasized the support and guidance of the government, the participation and innovation of the farmers, as well as the environmental development as green and sustainable. The successful experience accumulated in the development of leisure agriculture and rural tourism has provided a reference for the construction of new countryside and poverty alleviation.

“二戰(zhàn)”后日本農(nóng)業(yè)生產(chǎn)活動受工業(yè)擴張因素影響面臨諸多困境,如農(nóng)村勞動力銳減、人口老齡化加劇等。在經(jīng)濟全球化的影響下,以往單純依靠農(nóng)業(yè)的日本從業(yè)者已經(jīng)無法獲得與其投入相匹配的收入,嚴(yán)重打擊其積極性,更使農(nóng)民與城市居民間的經(jīng)濟差距越來越大。為了盡快破解農(nóng)業(yè)發(fā)展難題,自20世紀(jì)90年代起,日本政府實施改革舉措,其中就包括結(jié)合休閑農(nóng)業(yè)與鄉(xiāng)村旅游以促進農(nóng)業(yè)產(chǎn)業(yè)健康發(fā)展。筆者在參考相關(guān)文獻的基礎(chǔ)上,以日本長野縣為例,分析其發(fā)展特點及取得的成功經(jīng)驗,旨在為我國新農(nóng)村建設(shè)和扶貧開發(fā)提供參考。
1 休閑農(nóng)業(yè)與鄉(xiāng)村旅游概念簡述
休閑農(nóng)業(yè)最早起步于19世紀(jì)歐洲,它是以農(nóng)村自然生態(tài)環(huán)境和農(nóng)業(yè)生產(chǎn)活動為基礎(chǔ),集觀光、休閑、度假為一體的現(xiàn)代特色農(nóng)業(yè)。從美學(xué)經(jīng)濟學(xué)視角看,休閑農(nóng)業(yè)發(fā)展的關(guān)鍵是能夠提供有效的美感資源,以滿足不同層次消費者的需要[1]。……
