中部產(chǎn)業(yè)集聚區(qū)轉(zhuǎn)型中的政府職能研究

摘要 中部地區(qū)要大力加快產(chǎn)業(yè)集聚區(qū)提質(zhì)轉(zhuǎn)型，政府職能的充分發(fā)揮顯得尤其重要。通過對河南省內(nèi)黃縣陶瓷產(chǎn)業(yè)園區(qū)的實地調(diào)查走訪發(fā)現(xiàn)，地方政府在履職中存在信息溝通障礙、融資難、創(chuàng)新能力弱、治理環(huán)境污染不力等多方面的問題。因此，政府必須根據(jù)社會經(jīng)濟和政策的環(huán)境變化轉(zhuǎn)變職能，提升創(chuàng)新能力，成功促進地方產(chǎn)業(yè)集聚區(qū)的轉(zhuǎn)型升級。

Government Functions in Transformation of Industrial Agglomeration Area in Central Region——Taking Neihuang Ceramic Industrial Park as an Example

Abstract Central region is vigorously accelerating the quality and transformation of industrial agglomeration area， government functions are particularly important. Through the field investigation in Neihuang ceramic industry park of Henan Province， many problems of local government were found in fulfilling duty， such as information communication obstacle， financing difficulty， weak innovation ability and poor governce in pollution control. Therefore， the government must change the functions according to the socio-economic and policy environment， enhance the ability to innovate， and then promote the transformation and upgrading of local industrial agglomeration area successfully.

當前，我國經(jīng)濟發(fā)展進入新常態(tài)，市場環(huán)境和政策環(huán)境都發(fā)生了很大改變，持續(xù)推進產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級成為各省產(chǎn)業(yè)發(fā)展的工作重點。在貫徹《河南省全面建成小康社會加快現(xiàn)代化建設(shè)戰(zhàn)略綱要》、加快建設(shè)先進制造業(yè)大省、培育“百千萬”優(yōu)勢產(chǎn)業(yè)集群的背景下，河南省產(chǎn)業(yè)集聚區(qū)的發(fā)展也進入了提質(zhì)轉(zhuǎn)型的新階段。2016年4月29日，河南省政府辦公廳印發(fā)了《2016年河南省加快產(chǎn)業(yè)集聚區(qū)建設(shè)專項工作方案》（以下簡稱《方案》），《方案》提出按照“五規(guī)合一、四集一轉(zhuǎn)、產(chǎn)城互動”的基本要求，以集群、創(chuàng)新、智慧、綠色發(fā)展為方向，大力實施產(chǎn)業(yè)集聚區(qū)提質(zhì)轉(zhuǎn)型創(chuàng)新發(fā)展工程，增強產(chǎn)業(yè)集聚區(qū)的要素集聚和輻射帶動能力[1]。在聚焦經(jīng)濟發(fā)展的同時，如何轉(zhuǎn)變政府職能以適應(yīng)社會發(fā)展是當今行政體制改革的核心問題。習(xí)總書記在十八屆二中全會第2次全體會議上曾明確指出，適應(yīng)經(jīng)濟新常態(tài)，需要在更高層次上實現(xiàn)政府職能轉(zhuǎn)變新常態(tài)。……
