農村中小學教育現狀及改革建議

摘 要 筆者對目前我國農村中小學教育中存在的突出問題進行了分析，并在此基礎上提出了改革建議，為鞏固我國基礎教育的薄弱環節，促進農村中小學教育事業的健康發展提供借鑒。

Abstract The author analyzes the current problems existing in the education of primary and secondary schools in rural areas in China， and put forward the reform proposals， in order to consolidate the weakness of China's basic education， promote the healthy development of rural education in primary and secondary schools to provide reference.

1 農村中小學教育現狀

中小學教育是整個教育事業的基礎，是民族振興的基石，而農村基礎教育發展的好壞直接關系到我國教育事業的繁榮與發展。發展和改革農村中小學教育，提高未來勞動者素質，培養農村經濟與社會發展需要的適用人才，是加強農村建設的重要方面。改革開放以來，隨著經濟實力的逐步提升，國家不斷加大教育投資，加快農村中小學標準化建設步伐，使得農村中小學辦學條件得到了大幅度提高。然而，我國農村基礎人群大、總體素質低，農村中小學教育依然存在不少問題和困難，突出表現為信息化教育落后、師資隊伍結構不合理、學生流失嚴重等。

1.1 信息化教育落后

農村教育信息化先期資金主要來源于國家投入，而設備到位后的后期維護和管理經費主要依靠當地政府和學校。由于農村稅費改革和中小學“一費制”的施行，使得農村中小學教育經費大幅度下降。然而，教育信息化建設需要長期穩定的資金投入，無論是硬件配置、軟件開發，還是技術支持、人員培訓等，均需要大量的經費來維持。由于農村中小學資金不足，雖然大部分學校都有計算機教室，但是設備老化、配置較低，甚至閑置不用，遠遠不能滿足信息化教育的需求。……
