摘要介紹了我國(guó)綠色食品監(jiān)管工作現(xiàn)狀,分析了四川省綠色食品及其監(jiān)管存在的問(wèn)題,提出了相應(yīng)的對(duì)策建議:加大源頭監(jiān)管,強(qiáng)調(diào)過(guò)程管控;鼓勵(lì)創(chuàng)新監(jiān)管,打破監(jiān)管格局;適時(shí)突擊監(jiān)管,提高監(jiān)管效果。

Problems and Countermeasures of Green Food Supervision in Sichuan Province

AbstractThe status quo of green food supervision in China were introduced.The problems of green food and its supervision in Sichuan Province were analyzed.The corresponding countermeasures and suggestions were put forward:To increase the source of supervision,emphasizing the process of control; to encourage innovation and supervision,to break the regulatory landscape; timely surprise supervision,to improve the regulatory effect.

隨著生活水平的提高,食品安全問(wèn)題受到人們的普遍關(guān)注。20世紀(jì)90年代初,寄托著人們對(duì)食品安全的向往,也體現(xiàn)著各類社會(huì)人對(duì)公眾安全的責(zé)任和使命[1-2],我國(guó)綠色食品產(chǎn)業(yè)應(yīng)運(yùn)而生,其基本理念一是加強(qiáng)食品質(zhì)量安全,二是促進(jìn)農(nóng)業(yè)可持續(xù)發(fā)展。經(jīng)過(guò)20多年的不懈努力,我國(guó)綠色食品形成了具有鮮明特色的發(fā)展模式[3-4]。目前,綠色食品事業(yè)進(jìn)入了一個(gè)穩(wěn)步發(fā)展、快速前進(jìn)的關(guān)鍵階段,要求有量的積累,更要有質(zhì)的飛躍;既面臨諸多有利的發(fā)展條件,又面臨一些前所未有的挑戰(zhàn)[5]。為保證綠色食品的質(zhì)量,規(guī)范綠色食品標(biāo)志行為,維護(hù)市場(chǎng)秩序,應(yīng)強(qiáng)化對(duì)綠色食品的監(jiān)管意識(shí),加強(qiáng)監(jiān)管力度,這是新形勢(shì)下保證綠色食品穩(wěn)健可持續(xù)發(fā)展的關(guān)鍵[6]。目前形成了企業(yè)年檢、產(chǎn)品抽檢、市場(chǎng)監(jiān)察和產(chǎn)品公告等監(jiān)管制度并已全面推行。四川省由于獨(dú)特的區(qū)位優(yōu)勢(shì)、物種資源優(yōu)勢(shì)、技術(shù)資源優(yōu)勢(shì),綠色食品產(chǎn)業(yè)發(fā)展迅速,但快速發(fā)展也不可避免地帶來(lái)了若干問(wèn)題,相關(guān)的監(jiān)管過(guò)程也存在著一些問(wèn)題[7-9]。筆者對(duì)我國(guó)綠色食品監(jiān)管工作現(xiàn)狀、四川省綠色食品發(fā)展和監(jiān)管現(xiàn)狀以及存在的問(wèn)題進(jìn)行了調(diào)研分析,就四川省綠色食品監(jiān)管應(yīng)采取的對(duì)策和監(jiān)管思路進(jìn)行了探討,對(duì)推動(dòng)四川省綠色食品可持續(xù)發(fā)展具有重要的戰(zhàn)略意義。……
