綠色金融對黃河流域生態環境污染治理的影響研究

摘 要：黃河流域是我國污染防治和鄉村振興的重點區域，綠色金融是推動黃河流域綠色經濟轉型和應對氣候變化的重要手段。基于黃河流域69個地級市的面板數據，在測算綠色金融發展水平的基礎上，構建雙向固定效應模型與中介效應模型分析并實證檢驗綠色金融對黃河流域生態環境污染治理的影響機制及其傳導路徑。基準回歸結果表明，綠色金融發展能夠顯著提升黃河流域生態環境污染治理水平；中介效應檢驗結果表明，綠色金融發展通過激勵科技創新發揮了間接效應，顯著增強了生態環境污染治理的技術含量和效果；異質性檢驗結果表明，綠色金融對黃河流域生態環境污染治理的影響存在顯著區域異質性。基于以上結論，提出促進黃河流域綠色金融發展的政策建議。

Abstract：TheYellowRiverBasinisakeyareaforpollutionpreventionandruralrevitalizationinChina.Greenfinanceservesasanessential toolforpromotingthegreeneconomictransformationoftheYellowRiverBasinandaddressingclimatechange.Basedonpaneldatafrom69 prefecture？levelcitiesintheYellowRiverBasin，thisstudycalculatedthelevelofgreenfinancedevelopmentandbuiltapanelregression modeltoanalyzeandempiricallytestthemechanismsandtransmissionpathwaysthroughwhichgreenfinanceaffectsecologicalenvironmental pollutioncontrolintheregion.Thebaselineregressionresultsindicatethatthedevelopmentofgreenfinancesignificantlyenhancesthelevel ofecologicalenvironmentalpollutioncontrolintheYellowRiverBasin.Theresultsofthemediationmechanismtestshowthatgreenfinance exertsanindirecteffectbyincentivizingtechnologicalinnovation，significantlyincreasingthetechnologicalcontentandeffectivenessofeco？ logicalenvironmentalpollutioncontrol.Theheterogeneitytestresultsrevealthattheimpactofgreenfinanceonecologicalenvironmentalpollu？ tioncontrolexhibitssignificantregionalheterogeneitywithintheYellowRiverBasin.Basedonthesefindings，policyrecommendationsare proposedtopromotethedevelopmentofgreenfinanceintheYellowRiverBasin.

0 引言

黃河流域是我國污染防治和鄉村振興的重點區域[1-2]。然而，近年來黃河流域土地荒漠化加劇，水土流失嚴重，森林、草地、濕地等生態功能退化，生態系統碳儲量下降，生態環境脆弱。與此同時，黃河流域被稱為“能源流域”，是我國七大江河流域中能源資源最為集中的區域，形成了“上游水電、中游煤炭、下游石油”的能源分布格局[3]。……
