應(yīng)急管理視角下長江經(jīng)濟(jì)帶物流業(yè)數(shù)字化與綠色化協(xié)同發(fā)展戰(zhàn)略研究

摘 要：2019年的突發(fā)事件給長江經(jīng)濟(jì)帶物流企業(yè)應(yīng)急救援帶來了巨大的挑戰(zhàn)，但也將物流應(yīng)急管理推到了前所未有的高度上，謀求數(shù)字化與綠色化協(xié)同發(fā)展才是可行之策。文章在應(yīng)急管理視角下，以長江經(jīng)濟(jì)帶11個省市為研究對象，先構(gòu)建物流業(yè)數(shù)字化和綠色化兩套評價指標(biāo)體系；然后運用耦合協(xié)調(diào)度模型，測算出長江經(jīng)濟(jì)帶各省市2016—2021年物流業(yè)數(shù)字化與綠色化之間的耦合度和耦合協(xié)調(diào)度并展開分析；最后在此基礎(chǔ)上，從宏觀政策引導(dǎo)和微觀策略創(chuàng)新兩方面完成應(yīng)急管理下長江經(jīng)濟(jì)帶物流業(yè)數(shù)字化與綠色化協(xié)同發(fā)展戰(zhàn)略設(shè)計。

Research on the Collaborative Development Strategy of Digitalization and Greenization of Logistics Industry in the Yangtze River Economic Belt from the Perspective of Emergency Management

Abstract： Emergency in 2019 has brought enormous challenges to the emergency rescue of logistics enterprises in the Yangtze River Economic Belt， but it has also pushed logistics emergency management to an unprecedented level. Seeking the collaborative development of digitization and greenization is a feasible strategy. From the perspective of emergency management， this article takes 11 provinces and cities in the Yangtze River Economic Belt as the research objects， and first constructs a digitization evaluation index system and a greenization evaluation index system for the logistics industry. Then， it uses a coupling coordination model to calculate the coupling degree and coupling coordination scheduling between the digitalization and greenization of the logistics industry in various provinces and cities in the Yangtze River Economic Belt from 2016 to 2021， and conducts an analysis. Finally， based on this， this article completes the design of a collaborative development strategy for the digitization and greenization of the logistics industry in the Yangtze River Economic Belt under emergency management from two aspects： macro policy guidance and micro strategy innovation.

近年來，兼具突發(fā)性與不可預(yù)見性的各種風(fēng)險危機(jī)，給國家重大戰(zhàn)略發(fā)展區(qū)域——長江經(jīng)濟(jì)帶的經(jīng)濟(jì)發(fā)展和肩負(fù)緊急救援重任的物流企業(yè)帶來了巨大的挑戰(zhàn)。尤其是2019年突發(fā)事件，更是將物流應(yīng)急管理推到了前所未有的高度。因此，應(yīng)急管理情景下，面對新時代數(shù)字經(jīng)濟(jì)發(fā)展和雙碳戰(zhàn)略展開的新局勢，長江經(jīng)濟(jì)帶物流業(yè)如何通過數(shù)字化與綠色化協(xié)同發(fā)展來突出重圍，已迅速擺在了我們面前。

1 應(yīng)急管理下物流業(yè)數(shù)字化與綠色化協(xié)同發(fā)展理論基礎(chǔ)

1.1 應(yīng)急管理

國內(nèi)學(xué)者對應(yīng)急管理的研究主要聚焦在三個方面。

一是數(shù)字化技術(shù)在應(yīng)急管理中的應(yīng)用。周利敏等（2023）認(rèn)為數(shù)字技術(shù)對應(yīng)急管理有著深遠(yuǎn)的影響，政府應(yīng)充分發(fā)揮其在應(yīng)急管理政策制定中的核心作用，推動中國特色的智慧型應(yīng)急管理體系的建立[1]；……
