西部陸海新通道物流能力研究

摘 要：西部陸海新通道串聯(lián)起了“絲綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”，是我國構(gòu)建新發(fā)展格局的重要戰(zhàn)略通道。廣西具有“沿海、沿江、沿邊”的獨特區(qū)位優(yōu)勢，是西部陸海新通道的重要開放門戶。文章基于廣西視角，聚焦西部陸海新通道物流能力問題，對其現(xiàn)狀及存在短板進(jìn)行分析，借鑒四川經(jīng)驗，提出加快大能力運輸通道建設(shè)、提升運輸組織模式、活躍通道物流經(jīng)濟(jì)、打造北部灣現(xiàn)代化城市群四個對策建議，為廣西更好服務(wù)新通道發(fā)展提供一定參考。

Research on Logistics Capability of the New Western Land-Sea Corridor ——A Case Study of Guangxi

Abstract： The new western land-sea corridor connects \"the Silk Road Economic Belt\" and \"the 21st Century Maritime Silk Road\"， and is an important strategic channel for China to build a new development pattern. Guangxi has the unique location advantage of \"coastal， riverside and border\"， and is an important open gateway of the new western land-sea corridor. Based on the perspective of Guangxi， this paper focuses on the logistics capability of the new western land-sea corridor， analyzes the current situation and shortcomings， draws on the experience of Sichuan， and puts forward four countermeasures and suggestions： speeding up the construction of large-capacity transport channel， improving the mode of transport organization， activating the logistics economy of the channel， and building a modern city cluster in Beibu Gulf， so as to provide certain references for Guangxi to better serve the development of the new corridor.

0 引 言

西部陸海新通道是服務(wù)我國西部腹地的國際貿(mào)易物流大通道，對我國推進(jìn)西部大開發(fā)形成新格局、高質(zhì)量共建“一帶一路”、暢通國內(nèi)國際雙循環(huán)發(fā)揮了重要作用。廣西作為西部陸海新通道的核心覆蓋區(qū)，正深入實施國家《“十四五”推進(jìn)西部陸海新通道高質(zhì)量建設(shè)實施方案》，在運力建設(shè)和物流組織方面取得了一定的成就，同時也存在一些瓶頸需要解決。本文基于相關(guān)研究，深入分析了廣西在西部陸海新通道物流能力方面的現(xiàn)狀及短板，有針對性地給出對策建議，助力廣西為新通道發(fā)展做出更多貢獻(xiàn)。

1 西部陸海新通道物流能力現(xiàn)狀

1.1 物流運力建設(shè)進(jìn)展顯著

1.1.1 基礎(chǔ)設(shè)施不斷完善

基礎(chǔ)設(shè)施的互聯(lián)互通是西部陸海新通道建設(shè)的第一要務(wù)[1]。近年來，廣西不斷加快基礎(chǔ)設(shè)施建設(shè)，鐵路、水路、公路、航空、口岸方面都有較大發(fā)展，各類運輸體系得到有效提升。……
