



摘 要:交通運(yùn)輸部發(fā)布的《水運(yùn)“十四五”發(fā)展規(guī)劃》中提到,要做好內(nèi)陸港體系規(guī)劃建設(shè),同時(shí)統(tǒng)籌水運(yùn)與城市發(fā)展。然而,我國(guó)內(nèi)陸港建設(shè)正處于起步階段,還存在著發(fā)展水平不高、港城關(guān)系不協(xié)調(diào)的問(wèn)題。為解決這一困難,推動(dòng)港城高質(zhì)量發(fā)展,文章構(gòu)建了港口物流與城市經(jīng)濟(jì)的耦合協(xié)調(diào)度模型,選取了和我國(guó)大部分內(nèi)陸港具有相似問(wèn)題的濟(jì)寧港進(jìn)行測(cè)算分析。結(jié)果表明,港航項(xiàng)目的建設(shè)對(duì)濟(jì)寧城市發(fā)展有明顯助益,雖然港城發(fā)展的整體態(tài)勢(shì)穩(wěn)中有進(jìn),但距離二者實(shí)現(xiàn)協(xié)調(diào)發(fā)展還有很大一段路要走;在加強(qiáng)內(nèi)陸港基礎(chǔ)設(shè)施建設(shè)、推進(jìn)運(yùn)輸方式改革的同時(shí),還要通過(guò)聚集全市港口群、發(fā)展領(lǐng)港產(chǎn)業(yè)聚集區(qū)等方式,充分發(fā)揮港城協(xié)同作用。

Research on the Coordinated Development of Inland Port Logistics and Hinderland Cities——Taking Jining Port as an Example

Abstract: The 14th Five-Year Plan for the Development of Water Transport issued by the Ministry of Transport mentions that it is necessary to balance water transport and urban development, and do a good job in the construction of the inland port system. However, the construction of inland ports in China is still in its infancy, and there are still some problems such as the low level of development and the uncoordinated relationship between ports and cities. In order to solve this difficulty and promote the high-quality development of the port city, this paper constructs the coupling coordination degree model of port logistics and urban economy, and selects Jining Port for caculation and analysis, which has similar problems with most inland ports in China. The results show that the construction of the port and shipping project is obviously beneficial to the urban development of Jining. Although the development of the port city is stable, there is still a long way to achieve the coordinated development of the two. While strengthening the infrastructure construction of inland ports and promoting the reform of transport modes, we should also give full play to the synergistic effect of ports and cities by gathering the city’s port groups and developing pilotage industrial clusters.

0 引 言
內(nèi)陸港作為區(qū)域物流和交通體系的重要組成部分,是目前構(gòu)建現(xiàn)代物流體系的重點(diǎn)之一,其與海港的具體功能不同,一方面,作為附近地區(qū)的貨物集散中心和中轉(zhuǎn)站, 內(nèi)陸港是多式聯(lián)運(yùn)集疏運(yùn)體系中不可缺少的部分[1];另一方面,作為緩解海港堆積區(qū)的緩沖區(qū)[2],內(nèi)陸港也是沿海港口在內(nèi)陸地區(qū)的貨物集散和喂給港[3],它在拉動(dòng)腹地經(jīng)濟(jì)、拓展海港腹地、緩解海港擁堵等方面具有重要意義。
交通運(yùn)輸部[4]指出,在水運(yùn)的“十四五”關(guān)鍵時(shí)期,必須加快攻堅(jiān)內(nèi)河水運(yùn),加強(qiáng)水運(yùn)與城市的統(tǒng)籌協(xié)調(diào),響應(yīng)高質(zhì)量發(fā)展要求,注重經(jīng)濟(jì)效益,推進(jìn)區(qū)域協(xié)同。……
