





摘 要:為了提升新疆物流業的發展,文章構建物流經濟基礎、物流基礎設施水平、物流業務水平、物流人力資源支持和物流信息化水平五大物流能力影響因素指標體系,通過熵權-TOPSIS組合的綜合評價模型,先用熵權法算出各級指標的權重,再用TOPSIS法計算優劣距離和相對貼近度,最后按照貼近度進行排序。利用新疆14地州市2015—2021年間相關數據對各地州物流能力進行評價和分析。結果表明:烏魯木齊7年內的得分都在0.9以上,物流能力水平較強,北疆物流能力水平得分均值分布在0.066~0.926之間,南疆物流能力水平得分均值分布在0.181~0.034之間,體現出北疆、南疆內部存在發展不平衡的問題。因此,結合各地州市的物流水平得分,提出優化經濟結構、完善物流基礎設施、培養引進物流專業人才和提升物流信息化水平等提升物流能力水平的建議。

Research on the Logistics Capability Evaluation in Xinjiang Based on Entropy Weight-TOPISIS Method

Abstract: In order to promote the development of Xinjiang logistics industry, the paper establishes the influencing factors of logistics capability indicator system, including logistics economic foundation, logistics infrastructure level, logistics business level, logistics human resource support and logistics informatization level. The paper constructs a comprehensive model combined by entroy weight-TOPSIS. First, the entroy weight method is used to calculate the weights of indicators at all levels; then,the TOPSIS method is used to supeior and inferior distance, and proximity; finally, the solutions are sorted by proximity. Based on the relevant data of 14 prefectures in Xinjiang from 2015 to 2021, the logistics capacity of each prefecture is evaluated and analyzed. The results show that the score of Urumqi in the past 7 years is above 0.9, indicating a strong level of logistics capability. The average score of logistics capability in Northern Xinjiang ranges from 0.066 to 0.926, and the average score of logistics capability in Southern Xinjiang ranges from 0.181 to 0.034, which reflects the unbalanced development of Northern Xinjiang and Southern Xinjiang. Therefore, based on the scores of logistics level of various states, suggestions are put forward to improve the level of logistics capability, such as optimizing the economic structure, improving the logistics infrastructure, cultivating and introducing logistics professionals and improving the level of logistics informatization.

0 引 言
新疆位于亞歐大陸腹地,是我國通達中亞、西亞、南亞和歐洲的一條陸上運輸通道,并且是“絲綢之路經濟帶”的重要組成部分。新疆“東聯西出”的“公鐵聯運”“絲綢之路國際聯運”項目被列為國家重點建設項目。近年來,新疆出臺了《新疆維吾爾自治區現代物流業發展“十四五”規劃》《交通物流融合發展實施方案》《自治區關于推動物流業發展的意見》《加快發展冷鏈物流保障食品安全、推動消費升級的意見》等一系列政策舉措,推動了全疆物流的健康、快速發展。……
