How to Carry Out Constructive Public Opinion Supervision in Help TV Programs

—The “Anyang Dog Bite Incident” Series of Xiaoli Help as an Example

Abstract： As a product of combining peoples livelihood news and service programs， public opinion supervision is the main method and important function of “helping”. At present， there are many problems in the supervision of public opinion in help TV programs， and constructive news provides a way to break the situation for help TV programs and deepen the practical significance of public opinion supervision. This paper takes constructive news as the theoretical framework， takes the series of “Anyang dog bite incident” of Xiaoli Help as the research object， uses textual analysis research methods， and explores that while helping people to solve their problems， the help TV programs promote public participation in social governance， improve public services， and provide an opportunity for TV programs of the help category to achieve constructive public opinion supervision. This study provides useful reference for the effective public opinion monitoring of help programs.

摘 要：幫忙類電視節目作為民生新聞和服務類節目結合的產物，輿論監督是其“幫忙”的主要方法與重要功能。當前，幫忙類電視節目開展輿論監督存在著諸多問題，建設性新聞為幫忙類電視節目提供了破局之道，深化了其輿論監督的現實意義。本文以建設性新聞為理論框架， 以《小莉幫忙》“安陽狗咬人事件”系列節目為研究對象，運用文本分析研究方法，探討幫忙類電視節目在幫求助人解決問題的同時，促進公眾參與社會治理，提升公共服務水平，開展建設性輿論監督，為幫忙類節目實現有效輿論監督提供了有益的借鑒。

幫忙類電視節目作為民生新聞和服務類節目結合的產物，輿論監督是其“幫忙”的主要方法與重要功能。《小莉幫忙》節目關于“安陽狗咬人事件”的報道運用建設性新聞報道理念， 引起了社會的廣泛關注，充分發揮了輿論監督的建設性作用，為幫忙類電視節目有效實施輿論監督提供了新思路。

一、事件回放

《小莉幫忙》是河南廣播電視臺民生頻道的一檔幫扶類節目，創辦于 2008 年，其口號為“小莉幫忙，一幫到底”，節目因致力于幫助受眾解決實際問題、實現媒介的服務功能廣受好評。

2021 年 9 月 20 日，年近八旬的老太在小區被兩只巨型貴賓犬咬傷，貴賓犬女主人當時在場， 但事后拒不承認。受害人及家屬找到《小莉幫忙》節目組，希望能在節目組的幫助下討回公道、取得狗主人的公開道歉。……
