國家監察體制改革研究：一個文獻綜述

摘 要： 2016年以來，國內學界圍繞國家監察體制改革進行了多視角多層次的研究，主要涉及何為國家監察體制改革、為何開展國家監察體制改革、如何開展國家監察體制改革等問題，取得了頗為豐碩的研究成果。這些都是值得充分肯定的，但同時也應該看到，目前學界在這方面的研究尚處于初始階段，因而研究中難免存在一些不足之處。今后要從加強國家監察體制改革基礎理論問題的研究、增加學術界的交流和思想爭鳴、堅持理論研究和實證分析相結合等方面，進一步深化國家監察體制改革研究。

Abstract： The Chinese academia has been conducting a multi-angle and multi-level study on the reform of the state supervision system and making fruitful research achievements since 2016， mainly involving： what the reform is， why and how we should carry out it. All of these are worthy of the full positive but we should recognize that there must be some insufficiency owing to the fact that the current research in this field is still in the initial stage. Further study on the reform of the state supervision system is needed from the following aspects： strengthening the basic theoretical research， increasing the academic exchanges and ideological contention， insisting on the combination of the theoretical research and empirical analysis in the future.

自從2016年11月中共中央辦公廳印發《關于在北京市、山西省、浙江省開展國家監察體制改革試點方案》后，國家監察體制改革逐漸成為學術研究的熱點、焦點。筆者近日在中國知網數據平臺（CNKI）進行精確檢索，發現篇名中含有關鍵詞“國家監察體制改革”的研究文獻高達500多篇。其中，從發表年度來看，2016年18篇，2017年384篇，2018年110篇；就資源類型而言，報紙376篇，期刊135篇，碩士論文1篇。當然，這些文獻之中也有相當部分是文件、決議或講話性質的報告。由此可以看出學術界對國家監察體制改革研究的關注與重視程度。在圖書方面，通過近期在讀秀數據平臺的檢索，筆者發現書名中含有關鍵詞“國家監察體制改革”的圖書僅有 1本，即2017年11月中國方正出版社出版的《國家監察體制改革試點工作學習參考》。該書作為國家監察體制改革試點工作的學習參考資料，共由三個部分組成：第一部分為國家監察體制改革試點工作相關文件資料；……
