“十二五”以來陜西省旅游業(yè)發(fā)展現(xiàn)狀及提振對(duì)策

摘 要： 旅游產(chǎn)業(yè)是陜西省的傳統(tǒng)支柱產(chǎn)業(yè)。近年來，陜西省旅游產(chǎn)業(yè)快速發(fā)展，“十二五”以來陜西省旅游產(chǎn)業(yè)發(fā)展過程中面臨周邊環(huán)境秩序混亂，安全管理漏洞，商業(yè)氣息過濃，旅游產(chǎn)品創(chuàng)新不足等問題。要推進(jìn)旅游產(chǎn)業(yè)發(fā)展，就要營造良好的社會(huì)氛圍，塑造鮮明的旅游形象；傳承弘揚(yáng)優(yōu)秀傳統(tǒng)文化；完善旅游公共服務(wù)，加強(qiáng)旅游市場監(jiān)管；加強(qiáng)省際毗鄰地區(qū)的旅游合作；以創(chuàng)新驅(qū)動(dòng)推進(jìn)旅游產(chǎn)業(yè)持續(xù)快速發(fā)展。

Abstract： Tourism industry is the traditional pillar industry of Shaanxi Province. On the basis of sorting out the current development of Shaanxis tourism industry since 12th Five-Year， this paper analyzes the problems faced by the development of tourism industry at present stage， and puts forward the countermeasures for promoting the development of tourism industry from five aspects； creating good social atmosphere and distinct tour image， inheriting and carry forward the excellent traditional culture， perfecting tour public service， strengthening the supervision of tourism markets， promoting tourism cooperation among neighbors areas， and advancing quick and continuous development of tourism industry.

陜西省是中華文明的重要發(fā)祥地之一，改革開放近四十年來，依托悠久的歷史、底蘊(yùn)深厚的文化資源逐步發(fā)展為我國的旅游大省?！笆濉币詠?，隨著國家“一帶一路”戰(zhàn)略的實(shí)施，陜西省旅游業(yè)發(fā)展進(jìn)一步提速，產(chǎn)業(yè)地位不斷提升，對(duì)經(jīng)濟(jì)和社會(huì)發(fā)展做出了重大貢獻(xiàn)。當(dāng)前，陜西省處在加快發(fā)展的重要時(shí)期，加快旅游業(yè)發(fā)展對(duì)于轉(zhuǎn)變發(fā)展方式、實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)跨越式發(fā)展具有突出意義。

一、 “十二五”以來，旅游業(yè)對(duì)陜西省社會(huì)發(fā)展的貢獻(xiàn)

（一）旅游業(yè)對(duì)地方經(jīng)濟(jì)貢獻(xiàn)不斷提升，對(duì)相關(guān)行業(yè)帶動(dòng)明顯

近年來，陜西省依托豐富的歷史文化、優(yōu)美的自然山水、獨(dú)特的風(fēng)土民情打造出一系列旅游品牌，吸引了大量國內(nèi)外游客來陜觀光旅游，旅游產(chǎn)業(yè)規(guī)模不斷擴(kuò)大。2011到2016年間，全省接待境內(nèi)外游客從1.84億人次增加到4.49億人次， 旅游總收入從1324.12億元增加到3813.43億元，均創(chuàng)歷史新高。近六年來，全省接待境內(nèi)外游客和旅游總收入年均增長分別為19.53%和23.56%，2017年上半年同比增長分別為15.99%和28.3%，旅游收入增長高于旅游人數(shù)增幅，旅游業(yè)正在成為全省經(jīng)濟(jì)增長轉(zhuǎn)型升級(jí)的新引擎。……
