4月13日,市政府外事僑務辦組織召開“全市2017因公出訪管理工作暨培訓會”,市級部門、區縣、高等院校、國有重點企業、中央在渝單位外事處長(外辦主任)、外事專管員共400人參會。
市政府外事僑務辦副主任王雯通報了2016年全市因公出訪工作情況,并對加強因公出訪管理工作提出要求:一是要嚴格執行因公臨時出國管理的各項規定,二是重點加強出訪團組的事前事中事后的監督檢查,三是加強對因公出訪工作的指導,提高出訪實效。會議還對參會人員進行了因公出訪管理政策培訓,對近兩年出臺的管理文件主要精神和使用實效進行了解讀。
市國安局相關部門負責人在會上進行了國家安全知識、行前教育、境外安保專題培訓。市衛生計生委、江北區、西南大學、機電集團等單位作工作經驗交流發言。

4月13日,市政府外事僑務辦副主任楊大慶在市外事大樓會見了澳大利亞(悉尼)重慶同鄉會會長王文一行。
楊大慶簡要介紹了重慶市與澳大利亞在教育、人才、農業合作和友城交流等方面的情況,希望澳大利亞(悉尼)重慶同鄉會重視僑社中青年梯隊力量的培養和聯誼,保障僑社活力和可持續發展。王文會長感謝市政府外事僑務辦對同鄉會的指導,介紹了今年組團參加“中國尋根之旅”夏令營重慶營的籌備情況,并希望在開展文教交流等方面繼續得到大力支持。

3月28日,市政府外事僑務辦副主任唐文在市外事大樓會見了來訪的匈牙利外交部前國務秘書、溫泉推廣大使維多利亞·霍爾瓦特及匈牙利駐重慶總領事羅瀾一行。雙方就匈牙利高層來訪、作為主賓國參加渝洽會、溫泉醫療技術合作等進行了交流。
唐文對匈牙利總領事館為促進重慶與匈牙利務實合作所作出的努力表示贊賞,市政府外事僑務辦將積極支持匈方加快在渝溫泉醫療合作項目落地,并大力協助匈方作為主賓國參加渝洽會。
霍爾瓦特介紹了匈牙利政府推動重慶與匈牙利開展溫泉醫療技術合作項目的相關情況,希望在市政府外事僑務辦及重慶市相關部門支持下,爭取項目盡快在重慶落地。

3月23日,為歡迎加拿大新任駐華大使麥卡勒姆訪問重慶,加拿大駐重慶總領事館舉辦了大使首訪中國西南地區招待會,市政府外事僑務辦副主任張婭茜出席并與麥卡勒姆大使進行了交流,對大使到訪重慶表示歡迎。
加拿大駐重慶總領事歐陽飛在招待會上致歡迎辭,他簡要介紹了麥卡勒姆大使的工作經歷,并希望通過大使訪渝提高重慶的知名度,加強重慶乃至西南地區與加拿大的合作與交流。麥卡勒姆在隨后的講話中表示,他到任大使的第八天就訪問重慶,這表示加拿大對西南地區的重視,他將繼續推動加拿大與重慶在教育、旅游、金融貿易、智能制造等多方面的合作。并希望在任期內把中加關系推上新的高度,雙方能有更多的人員及經貿往來、投資機會、旅游合作等。

為幫助各國總領事館更好地了解我市旅游資源和民俗文化,加強我市區縣與有關國家在旅游文化領域的合作,3月30日—31日,應豐都縣政府邀請,市政府外事僑務辦組織日本、意大利、菲律賓、澳大利亞駐重慶及成都領事官員,以及歐盟商會代表一行赴豐都縣考察,并參加了2017年中國重慶·豐都廟會相關活動。
豐都縣縣長羅成與各國領事官員一行舉行了座談會,詳細介紹了豐都縣的歷史沿革、文化淵源、發展定位、優勢產業、對外交往等全面發展情況,并希望利用領館資源更好地宣傳推介豐都縣,加強豐都縣與各國在現代農業、民俗旅游、醫療衛生等領域的合作。
各國領事官員均表示考察活動收獲頗豐,這是領事官員了解重慶區縣情況的重要機會,希望今后更多地走進重慶區縣,發現了解當地特色資源,從而建立聯系、加強合作。

3月28日,“2017海外華裔青少年‘中國尋根之旅’—一帶一路經緯重慶”在重慶市暨華中學開營并舉行授旗儀式。中國華文教育基金會主任熊志遠、市政府外事僑務辦副主任楊大慶、渝北區人大副主任唐麗華、泰南華文民校聯誼會主席張俊貴等出席開營儀式。
來自泰國清邁王子學校、四色菊僑南學校、烏汶第二華僑學校的30位營員和領隊在渝進行為期30天的中華文化體驗,開展漢語、民族舞蹈、武術、書法等傳統文化課程,并參觀重慶巴渝民俗文化村、重慶自然博物館、重慶兩江國際影視城等地,了解重慶歷史,感受巴渝文化。
開營當天,重慶市暨華中學還與泰國南部華文民校聯誼會就教育合作交流進行了專題座談并簽訂了相關合作協議。

The 2017 Chongqing Public Visit Administration & Training Conference
On April 13, organized by Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, the “2017 Chongqing Public Visit Administration & Training Conference” was held with a total of 400 participators including representatives from municipal departments, districts and counties, colleges and universities, major state-owned enterprises and directors of the Foreign Affairs Department of Central Government in Chongqing and personnel who are responsible for the foreign affairs.
Wang Wen, Deputy Director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, made a declaration of working situation associated with 2016 Chongqing public visits and proposed the following requests of promoting public visit administration: first, strictly enforce various regulations on the administration of temporary on-business foreign visits; second, focus on strengthening the supervision and inspection of the delegations before, during and after the visit; third, raise the guidance of public visits and improve the efficiency of foreign visits.A training on administration policies of public visits was carried out for participators in this conference which had an in-depth explanation of major spirits and effectiveness shown in the management documents in recent years.
Principals of relevant departments of Chongqing Security Bureau carried out a special training themed with national security knowledge, pre-travel education and overseas security.Municipal Health and Family Planning Commission, Jiangbei District, Southwest University, Mechanical and Electrical Group and other units delivered some speeches of working experience for communication.

On April 13, Yang Daqing, deputy director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, met Wang Wen, president of Chongqing Resident’s Association in Australia (Sydney) and his party in the foreign affairs building.
With brief introduction of collaborative areas like education, talented people, agriculture, and city-tocity exchange between Chongqing and Australia, Yang Daqing expected that Chongqing Resident’s Association in Australia (Sydney) should give priority to train and unite the young and middle-aged strength to ensure the vitality and sustainable development of overseas Chinese Society.Wang Wen also gave thanks to the guidance provided by government and introduced the preparations to the Chongqing branch of a summer camp themed “A Tour of Seeking Root in China” in this year.He also expected that culture and education exchanges can be continuously supported by Chongqing Municipal Government.

On March 28, Tang Wen, Deputy Director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, met Victoria Horvat, Former State Secretary of the Ministry of Foreign Affairs of Hungry and Hot Spring Promotion Ambassador and Dióssi Lóránd, Consul General of Hungary in Chongqing.Both sides carried out an exchange in the areas concerning highlevel visit, participation in the conference of China (Chongqing) International Investment and Global Sourcing as a major guest country and cooperation in the hot spring medical technology.
Tang Wen expressed his admiration of the efforts made by General Consulate of Hungry to advance pragmatic cooperation between Chongqing and Hungry.Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government would give positive supports in implementing the hot spring medical cooperation project in Chongqing and make greater efforts to help Hungry to participate in the China (Chongqing) International Investment and Global Sourcing as a major guest country.
Horvat had an introduction of efforts made by Hungry to promote hot spring medical technological cooperation between Chongqing and Hungry, hoping this project be implemented as soon as possible under the supports from Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government and relevant departments in Chongqing.

At the invitation of Fengdu County and organized by Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, consular officials from Japan, Italy, Philippine and Australia in Chongqing and Chengdu and representatives of EUCCC conducted a two-day investigation of Fengdu County from March 30 to 31 and participated in the 2017 Chongqing, China·Fengdu Temple Fair and other relevant events.These efforts will help Consulate Generals from those countries to have a better understanding of our tourism and folk culture and help to boost the cooperation in the fi elds of tourism and culture between Chongqing and concerning countries.
Luo Cheng, Head of Fengdu County, held a symposium with the visiting consular officials in which he had an elaborate introduction of country’s overall situation including its history, cultural origin and development, development orientation and advantageous industries and foreign communication.He also expressed his wish for winning the supports from foreign consulates to better promote Fengdu County and strengthening cooperation between Fengdu County and other countries in the areas of modern agriculture, fork tourism and health care.
The visiting consular officials had such feeling that they had learned a lot from this investigation since it was a cherished opportunity for them to know about districts and counties in Chongqing in real terms; they embraced a great hope of having more opportunities to have a closer access to Chongqing local districts and counties, and discovering and understanding local distinctive resources to build a link and strengthen cooperation with them.
Consulate General of Canada held a reception for the f rst visit of Ambassador Mr.McCallum to southwest China
On March 23, to welcome Mr.McCallum, the new ambassador of Canada to China, to visit Chongqing, a special reception for the new ambassador who would pay his first visit to southwest China, was held in the Consulate General of Canada in Chongqing.Zhang Yaqian, Deputy Director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, had an exchange with Mr.McCallum and expressed warm welcome for his visit to Chongqing.
Mr.Philippe Rheault, Consul General of Canada in Chongqing, gave a welcome speech in the reception.He had a brief introduction of working experience of Mr.McCallum, and hoped to raise the popularity of Chongqing by the ambassador’s visit and enhance cooperation and exchange between Canada and Chongqing or even the whole southwestern regions.Mr.McCallum suggested in his address that such urgent visit to Chongqing at his eighth day of taking office of ambassador showed great importance of southwest China; he would continue to promote cooperation between Chongqing and Canada in the fields of education, tourism, financial trade and intelligent manufacturing; he hoped that he would raise China-Canada relationship to a new level during his working period as ambassador and bring opportunities for more people of both sides to conduct economic and trade communication and tourist cooperation.
2017 “A Trip in China to Seek Roots” of Overseas Chinese Teenagers was inaugurated in Chongqing
On March 28, the 2017 “A Trip in China to Seek Roots” of Overseas Chinese Teenagers—the Belt and Road Shown in Chongqing” was inaugurated in Chongqing Jihua Middle School and fl ag presentation ceremony was also held there.Many people attended this opening ceremony including Xiong Zhiyuan, Director of Chinese Huawen Education Foundation, Yang Daqing, Deputy Director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government, Tang Lihua, Deputy Director of People’s Congress of Yubei District and Zhang Jungui, President of Huawen Private Schools Sodality in the south of Thailand.
Thirty participators and leaders from Chiengmai Prince School of Thailand, Sisaket Qiaonan School and the Wuwen No.2 Overseas Chinese School had a long-time experience of Chinese culture for thirty days by learning Chinese, ethical dance, martial arts, calligraphy and other traditional cultural courses, and visiting Chongqing Bayu folk cultural village, Chongqing natural museum, Chongqing Liangjiang International Film City to understand the history of Chongqing and experience Bayu culture.
At the opening ceremony, Chongqing Jihua Middle School and Huawen Private Schools Sodality in the south of Thailand held a symposium with regard to the cooperation and exchange in education and signed relevant cooperation agreement.
