淺談工程建設監理之“現狀”與思考

摘 要：我國開展工程建設監理至今已有20年。目前，我國的建筑市場已基本形成了監理、業主和承包商三大平等、獨立的工程建設主體。作為監理單位，既要重視“質量、進度、投資”三大控制，又要作為工程建設中最主要的協調者和管理者，協調好與業主、施工單位之間的關系，以確保工程建設預定的“質量、投資、進度目標”的實現。當前，我國工程建設監理是一個正處在發展階段的產業，工程監理工作中存在著不少的問題，它需要政府有關部門在政策、制度、措施上予以扶持，也需要社會各界的廣泛理解與支持，才能充分發揮它在工程建設中“三控二管一協調”的作用，才能實現國家在基木建設中大力推行工程建設監理制度的初衷。

Abstract：It has been 20 years since our country started exhibition engineering's construction superintendency. Currently， the building market of our country already basic become three big and equal and independent Main body of the engineering constructions： superintendency， owner and undertaker. It is superintendency unit， since want to value "quality， progress， investment" three greatest control， and then want is the coordinator of most and the governor in the engineering construction， moderate like and owner， construction unit of the relation of with ensure engineering that constucting is reserved of the realization of "quality， investment， progress target". At present， the our country engineering construction superintendency is an industry being placed in to develop a stage， exist not a few problems in the engineering superintendency work， it needs a government， the department concerned supports on the policy， system， measure and also need social public of extensive comprehension and support， then can well develop it the function of "three control two take care of a moderate" is in the engineering the construction， then can carry out a nation to strongly promote the original intention of the engineering construction superintendency system in the wood the construction.

自我國開展工程建設監理自1988年起步，至今已有20年。目前，我國的建筑市場已基本形成了監理、業主和承包商三大平等、獨立的工程建設主體。作為監理單位，既要重視“質量、進度、投資”三大控制，又要作為工程建設中最主要的協調者和管理者，協調好與業主、施工單位之間的關系，以確保工程建設預定的“質量、投資、進度目標”的實現。當前，我國建設監理制度順利推行，但工程監理工作中也存在著不少的問題，主要表現在以下幾個方面。

1.對建設監理的認識問題

當前，無論是業主、施工單位還是監理企業內部都普遍存在著對監理工作的認識存在一些誤區，主要表現在以下幾個方面：
