河南省低碳經濟發展的路徑分析

[摘 要] 河南省作為中國經濟發展的重要組成部分，必須在科學發展觀的指導下，對發展階段、能源結構、技術水平等方面的問題進行積極處理，以政府為主導，推動我省低碳經濟的發展，降低對高碳資源的依賴，實現國民經濟的可持續發展。本文主要對低碳經濟概況、河南省經濟發展中低碳經濟存在的問題進行了分析，并提出了相應的解決措施。

Path Analysis of Low Carbon Economy Development in Henan Province

Abstract：Henan Province， as an important part of China's economic development， must deal with the problems actively including the development stage， energy structure and technical level ? under the guidance of scientific development concept， dominated by the government， promote the development of low carbon economy in Henan Province， reduce reliance on the high carbon resources，to achieve the sustainable development of national economy. This paper mainly analyzes the general situation of low-carbon economy and the problems of low-carbon economy existing in the economic development in Henan Province， and puts forward the corresponding solutions..

胡錦濤總書記在2007年9月亞太經合組織會議上首次提出中國要“發展低碳經濟”，加強研發與推廣“節能技術”和“低碳能源技術”。低碳經濟發展不僅關乎世界發展，更能改善我國能源結構，是全面貫徹落實科學發展觀，實現經濟可持續發展的根本途徑。河南省位于中國中東部、黃河中下游，華北平原。作為全國重要的農業及糧食生產大省，在國民經濟發展中，河南省占有重要地位。如2013年國內生產總值繼續位居全國第五位、中西部首位。在低碳經濟發展，河南省應在實現人與自然生態環境和諧的基礎上尋求發展，應對碳效率進行最大限度地提升，研發新能源、可再生能源的同時，也不能對高能耗、高排放產業、產品完全放棄，在發展低碳經濟的前提下，確保交通便利，提高人們生活水平。只有這樣才能在保持經濟發展的同時，實現節約能源、保護環境等目的，一步一步向低碳經濟的可持續發展邁進。
