日本大數據技術服務現狀研究

[摘 要] 本文通過對日本大數據技術服務市場應用現狀和問題的探討，為我國大數據技術服務產業敲響警鐘。我國相關部門可以針對日本在大數據技術服務提供產業中所遇到的問題及早布局，減少某些尚未暴露或者已經暴露出的行業發展問題對行業發展潛在的威脅。本文的結論對于保障我國大數據技術服務產業健康發展，加快培育我國大數據技術服務提供企業的核心競爭力有較高的現實意義和參考價值。

Research on the Current Situation of Big Data Technology Service in Japan

Abstract：This paper probes into the discussion of the application status and problems of big data technology services market in Japan， ringing the alarm bells in the service industry of big data technology in China. The relevant departments of China， against the problems encountered by Japan in the service of big data technology， could provide an early layout to reduce some industry development problems that have not been exposed or have been exposed and the potential threat to the development of the industry. The conclusion of this paper has a higher practical significance and reference value to ensure the healthy development of China's big data technology services industry， accelerate the development of China's big data technology services and provide the core competitiveness of enterprises.

1 日本對于大數據的市場需求

日本對ICT（Information and Communication Technology）產業的發展一直非常重視。早在1999年日本就頒布了被稱為“IT基本法”的《高度情報通信網絡社會形成基本法》（高度情報通信ネットワーク社會形成基本法），并在法律中確定將ICT作為日本未來發展的重心，賦予了ICT產業極高的戰略發展地位。大數據技術的發展作為ICT發展的重要一環，同時也是需要高度發達的ICT產業基礎支撐的行業，同樣也作為發展重點而被日本政府高度重視。

日本在大數據技術服務方面的研究應該說著手早、起點高、保障充分，總體來說其水平的確走在了世界的前列。根據日本情報通信綜合研究所研究報告中的數據[1]，日本國內大數據流通量（流通量=企業數*每個企業產生的大數據元數據量）在從2005年的1 556PB上升到2013年的13 516PB。同時，大數據的市場需求也呈現著高速增長態勢。……
