歐盟促進區域協調發展經驗與啟示

[摘 要] 區域協調發展有利于推動空間資源的優化配置，改變經濟發展方式，實現區域經濟的合理布局，縮小區域發展差距，實現共同富裕，創建和諧社會。借鑒歐盟促進區域協調發展的成功經驗，可以從明確戰略目標和規劃、構建多層次區域發展協調體系和法律體系、正確處理區域協調中政府與市場關系等多個方面促進我國區域協調發展。

The Enlightenment and Experiences on Promoting Regional Harmonious Development of European Union

Abstract：Regional harmonious development is conducive to the optimization of spatial resources configuration， to changing the patterns of economic development， to accomplishing rational distribution of regional economy， to narrowing the gap among regions， to realizing the common prosperity， and to creating a harmonious society. Lessons from the successful experience of the European Union on promoting regional harmonious development， in our country it can be done from making clear strategic targets and planning， building multi-level regional development coordination system and legal system， well dealing with the relationship between government and market in regional coordination and so on.

近年來，為促進區域協調發展，我國政府制定實施了一系列的政策措施，大力促進區域協調發展。然而，目前促進區域協調發展仍將是一項長期的艱巨任務，特別是在經濟新常態下，對促進區域協調發展進行研究具有重要的理論和現實意義。他山之石，可以攻玉。關于區域協調發展的研究，歐盟的經驗能夠為我國的區域協調發展提供理性借鑒。

1 促進區域協調發展的重要意義

1.1 推動空間資源的優化配置，實現區域經濟的合理布局

我國的經濟發展不平衡，導致區域之間在產業布局、產能布置、資源配置等方面存在盲目性和隨意性，缺少統一規劃，區域之間產業分工協作機制和體制不完善;傳統行政區經濟色彩濃厚，行政干預嚴重，阻礙了生產要素和資源在各區域之間的自由流動，交易成本居高不下，部分產業產能嚴重過剩，區域內優勢資源沒有得到充分發揮，并且帶來巨大的資源浪費，究其原因就是因為空間資源的配置不夠合理，其更深層次的原因是區域發展不協調和區域政策滯后。……
