大眾創新創業背景下科技企業孵化器發展中的政府角色探析

[摘 要] 發展眾創空間，推進大眾創新創業是當前我國加快實施創新驅動發展戰略，適應和引領經濟發展新常態的一項重要戰略舉措?？萍计髽I孵化器是促進大眾創業帶動就業的重要載體。因此，為更好地發揮科技企業孵化器服務科技創新創業的社會功能，文章從政府責任的視角出發，對政府在推動科技企業孵化器中的鼓勵、扶持、引導和監控職能與作用進行深入研究，并針對孵化器發展中的政府責任缺失，提出創新創業背景下重新定位政府在推動科技企業孵化器發展中的角色和作用的對策建議。

Analysis of the Governments Role in the Development of Scientific and Technological Business Incubators under the Background of Popular Entrepreneurship and Innovation

——Based on the Perspective of Government Responsibility

Abstract：Developing maker spaces and promoting popular entrepreneurship and innovation is a current important strategic measure in our country to speed up the innovation-driven development strategy， to adapt and to lead the new normal of economic development. Scientific and technological business incubator is an important carrier of promoting popular entrepreneurship and creating more employment opportunities. To better play the social functions of scientific and technological business incubators in serving scientific and technological innovation entrepreneurship， this paper made a thorough research on the encouraging， supporting， guiding and monitoring functions and roles of the government in promoting scientific and technological business incubators， based on the perspective of government responsibility. Aiming at the lack of government responsibilities in the development of incubators， this paper put forward countermeasures and suggestions on the reposition of the role of government in promoting the development of incubators under the background of popular entrepreneurship and innovation.

1 引言

孵化器在中國也稱高新技術創業服務中心，它是以提供一定的物理場所和生產研發設施為基礎、以提供包括財務、HR、市場、政策、技術、咨詢、培訓等一系列資源和服務支持為手段的科技創業服務載體，是國家創新體系的重要組成部分。經過20多年的發展，中國科技企業孵化器現已達到1 000多家，數量達到世界第一。不過，同世界先進國家孵化器相比，差距還很大，許多孵化器、加速器還停留在提供低層次的服務水平上，有些還僅僅是“房東”和“物業”，軟實力薄弱的缺點凸顯。這直接影響了一個國家，一個地區的創新活力和經濟的可持續發展。

為積極營造鼓勵創新、寬容失敗的創新氛圍，推動科技企業孵化器快速發展，2015年繼國務院……
