電子政務環境下政民交互的特征及管理對策探討

〔摘 要〕隨著電子政務的建設發展和公眾需求的不斷提高，現代政府將從全能的、管制型政府向有限的、服務型政府轉變，著力建設和諧社會。其中政府與公眾之間的良性互動關系是和諧社會的基礎，也是衡量社會和諧的重要指標。本文旨在通過實際調查和分析，對我國現階段電子政務中政民交互的特征及存在的問題進行探討，并提出有效的管理策略。

〔Ａｂｓｔｒａｃｔ〕With the development of E-government and the growth of citizen demand,modern government will transform from all-round government to a limited state,and focus on building a harmonious society.The interaction between citizen and government is the foundation of the harmonious society.This paper intended to find the problems of interactions between citizen and government in the environment of E-government by investigation and analysis,and provide effective policy.

現代信息技術的迅猛發展，互聯網技術的廣泛應用，對政府公共服務提出了更高的時代要求。政府信息化發展水平對全社會的信息化建設起著重要的推廣和示范效應。如何有效利用信息技術促進政府行政，改善政府管理成為普遍關注的焦點。在信息技術革命的推動下，電子政務作為社會信息化的中心內容之一，日益受到各國高度重視。新一代網絡技術的發展為電子政務的實現提供了條件，使電子政務的發展成為當代信息化最重要的領域之一。從世界范圍來看，推進政府部門辦公自動化、網絡化、電子化，全面信息共享已是大勢所趨。

目前國外電子政務建設成功的范例比較多，其中較有代表性的為新加坡和美國的電子政務建設。新加坡從1981年開始發展電子政務，經過近三十年的發展，成為世界上電子政務最發達的國家之一。其主要特色是：首先，采用了“強政府”的獨特電子政務發展模式；……
