高素質(zhì)農(nóng)民培育對農(nóng)民增收的影響實證

摘要 高素質(zhì)農(nóng)民培育為鄉(xiāng)村振興戰(zhàn)略實施輸送可用的鄉(xiāng)村人才，農(nóng)業(yè)強國建設(shè)的最終目標之一是農(nóng)民收入大幅增長與農(nóng)業(yè)現(xiàn)代化實現(xiàn)。高素質(zhì)農(nóng)民培育是否有助于農(nóng)民增收一直未得到嚴謹證實，基于2023年對湖北省高素質(zhì)農(nóng)民培育的調(diào)查數(shù)據(jù)和2016—2022年培育的職業(yè)農(nóng)民數(shù)據(jù)，采用Ologit模型和中介效應(yīng)模型進行了回歸分析。結(jié)果表明：①無論農(nóng)民的身份屬性或者個體屬性如何，參與高素質(zhì)農(nóng)民培訓(xùn)和培訓(xùn)時限的增加均有利于帶動農(nóng)戶收入提增；②高素質(zhì)農(nóng)民培育推進農(nóng)戶收入增主要通過技能改善、豐富理論、人脈拓展這3個中間渠道變量實現(xiàn)，均存在完全的中介效應(yīng)；③培育高素質(zhì)農(nóng)民進行規(guī)模經(jīng)營生產(chǎn)也需要推進“適度規(guī)模經(jīng)營”。據(jù)此，提出了強化資金支出、擴大培育規(guī)模，深化培育課程改革、提升專業(yè)性和建立健全培訓(xùn)后增收考核機制等建議。

Empirical Study on the Impact of Cultivating High Quality Farmers on Increasing Farmers’ Income

Abstract High quality farmers are cultivated to provide usable rural talents for the implementation of the rural revitalization strategy，one of the ultimate goals of building a strong agricultural country is to significantly increase farmers’ income and achieve agricultural modernization.Whether cultivating high-quality farmers can help increase farmers’ income has not been rigorously confirmed. Therefore， based on the survey data of cultivating high-quality farmers in Hubei Province in 2023 and the data of cultivating professional farmers from 2016 to 2022， regression analysis was conducted using Ologit model and mediation effect model.The results indicated that：①Regardless of the identity attribute of individual attribute of farmers， participating in high-quality farmer training and increasing the training time limit are beneficial for driving an increase in farmers’ income.②The cultivation of high-quality farmers promotes the increase of farmers’ income mainly through three intermediate channel variables： skill improvement， theoretical enrichment， and network expansion， all of which have a complete mediating effect.③The cultivation of high-quality farmers through large-scale production also requires the promotion of “moderate scale operation”.Based on this， suggestions were put forward to strengthen funding expenditures， expand the scale of cultivation， deepen the reform of cultivation courses， enhance professionalism， and establish a sound mechanism for assessing post training income.
