

摘要:健康中國(guó)戰(zhàn)略背景下,全社會(huì)對(duì)于運(yùn)動(dòng)康復(fù)專業(yè)人才質(zhì)與量的需求都發(fā)生巨大變化:就業(yè)渠道擴(kuò)展,數(shù)量需求激增,質(zhì)量要求提升。本文基于世界衛(wèi)生組織康復(fù)勝任力架構(gòu)(RCF)理論體系和與職業(yè)相關(guān)的核心特點(diǎn),分析康復(fù)勝任力關(guān)鍵特征及其在體育院校運(yùn)動(dòng)康復(fù)人力培養(yǎng)方案修訂、學(xué)生從業(yè)能力評(píng)價(jià)、專業(yè)課程設(shè)置以及實(shí)踐環(huán)節(jié)中的應(yīng)用。以期該架構(gòu)可用于指導(dǎo)規(guī)劃建立基于勝任力架構(gòu)的運(yùn)動(dòng)康復(fù)人才培養(yǎng)體系。

Exploration and Reflection on Cultivating Applied Sports Rehabilitation Talents based on Rehabilitation Competency Framework

Abstract:In the context of the Healthy China strategy, society's demand for both quality and quantity of sports rehabilitation professionals has changed dramatically: employment channels have expanded, quantitative demand has surged, and quality requirements have increased. Based on the WHO Rehabilitation Competency Framework (RCF) theoretical system and career-related core features, this paper analyzes the key features of rehabilitation competency and its application in the revision of sports rehabilitation manpower training programs, evaluation of students' practice competencies, professional curriculum and time sessions in sports colleges and universities. It is expected that the framework can be used to guide the planning of establishing a sports rehabilitation manpower training system based on the competency framework.

0 引言
《“健康中國(guó)2030”規(guī)劃綱要》[1](以下簡(jiǎn)稱《綱要》)的內(nèi)涵,是國(guó)家從戰(zhàn)略層面謀劃和踐行國(guó)民健康相關(guān)布局,將保障和促進(jìn)國(guó)民健康作為黨和國(guó)家謀求持續(xù)快速發(fā)展的戰(zhàn)略任務(wù),著重體現(xiàn)出人民健康的戰(zhàn)略性地位。
2017年2月,世界衛(wèi)生組織(World Health Organization,WHO)在全球范圍內(nèi)發(fā)起“康復(fù)2030:行動(dòng)與呼吁”[2],倡議在健康及相關(guān)行業(yè)從業(yè)者對(duì)各種康復(fù)需求作出積極響應(yīng)。以具體行動(dòng),組建多學(xué)科康復(fù)人才隊(duì)伍,加強(qiáng)康復(fù)數(shù)據(jù)搜集與研究,保障全體有康復(fù)需求的個(gè)體都能享受相應(yīng)的健康服務(wù)。WHO組協(xié)同全球相關(guān)行業(yè)專家與康復(fù)領(lǐng)域的全球性組織,以推進(jìn)康復(fù)事業(yè)發(fā)展,提高康復(fù)人力資源規(guī)模和質(zhì)量為驅(qū)動(dòng)力,制定并頒布了首套《康復(fù)勝任力架構(gòu)》(Rehabilitation Competency Framework,RCF)及配套指南文件[3] [4] [5]。在高校等教育機(jī)構(gòu)的實(shí)際情境下,RCF 可協(xié)助其全面構(gòu)建康復(fù)相關(guān)專業(yè)課程,綜合分析學(xué)生學(xué)習(xí)效果,指導(dǎo)調(diào)整相關(guān)教育教學(xué)過程,全面構(gòu)建以崗位勝任力為導(dǎo)向的康復(fù)教學(xué)體系[6]。……
