《黑圖檔·咸豐朝》所見盛京文書工作探析

摘 要：基于《黑圖檔·咸豐朝》，文章從文書撰擬、運(yùn)轉(zhuǎn)、管理三個(gè)工作階段入手對(duì)盛京文書工作進(jìn)行考察，認(rèn)為咸豐朝盛京文書工作已日臻完善，制度建設(shè)也已經(jīng)涵蓋了文書工作的各個(gè)階段，逐漸形成了較為完備、多層次的文書工作體系，但咸豐朝盛京文書工作中也存在著一些弊端，如文書呈遞延遲、文書丟失現(xiàn)象頻發(fā)等，對(duì)此我們應(yīng)該立足當(dāng)時(shí)的社會(huì)背景辯證看待，并在當(dāng)今的文書工作中予以重視。

Research on the Document Works in Shengjing Seen in the Hetu Dangse kept in Xianfeng Dynasty

Abstract： Based on Hetu Dangse kept in Xianfeng Dynasty， this paper investigates the document works in Shengjing， and discusses in detail the three working stages of the document works in Shengjing from the drafting， operation and management. It is considered that the document works in Shengjing in Xianfeng Dynasty has been improved day by day， the document works system has also covered all stages of the document works， and a relatively complete and multi-level document works system has been gradually formed， but there are also some disadvantages in the document works in Shengjing in Xianfeng Dynasty.For example， the delayed presentation of documents and the frequent loss of documents should be treated dialectically based on the social background at that time， and pay attention to it in today’s document works.

在咸豐朝，盛京地區(qū)與京城及各地政務(wù)往來頻繁，形成了包括下傳皇帝詔令、諭旨、訓(xùn)示，上行奏折題本以及官府行移咨文、呈文等十余種文書。為了規(guī)范這些文書的撰擬、運(yùn)轉(zhuǎn)和管理，盛京文書工作在繼承前幾朝工作基礎(chǔ)的同時(shí)，也根據(jù)現(xiàn)實(shí)需要發(fā)展，呈現(xiàn)出自身的時(shí)代特色。探析咸豐朝盛京地區(qū)文書工作，可以窺見近現(xiàn)代文書工作發(fā)展之端緒，也可以促進(jìn)對(duì)清代地方檔案史的深入研究。但通過梳理現(xiàn)有文獻(xiàn)，發(fā)現(xiàn)目前學(xué)界對(duì)咸豐朝盛京文書工作的研究較少，僅有趙彥昌、姜珊、周正等人從檔案房的職能[1]、文書避諱制度[2]等方面對(duì)其進(jìn)行了探究。而《黑圖檔·咸豐朝》作為咸豐十一年間盛京總管內(nèi)務(wù)府衙門形成的公文存抄檔案，其中的諸多檔案記述了當(dāng)時(shí)盛京文書工作情況，記述內(nèi)容真實(shí)度高。梳理《黑圖檔·咸豐朝》中的檔案內(nèi)容，有助于更好地還原咸豐朝盛京文書工作，從而彌補(bǔ)有關(guān)方面的研究空白。……
