以高質(zhì)量的檔案工作助推公立醫(yī)院發(fā)展

摘? 要：通過(guò)對(duì)新時(shí)期公立醫(yī)院檔案管理工作進(jìn)行系統(tǒng)研究，分析公立醫(yī)院檔案管理面臨的機(jī)遇和挑戰(zhàn)、目前阻礙公立醫(yī)院檔案工作高質(zhì)量發(fā)展的管理效能不高、資源體系不完善、利用服務(wù)不充分、安全防范體系不完備、信息化程度不高、專業(yè)隊(duì)伍建設(shè)滯后等問(wèn)題，并在此基礎(chǔ)上提出提高公立醫(yī)院檔案工作質(zhì)量的對(duì)策和建議，以期高質(zhì)量的檔案工作助推公立醫(yī)院高質(zhì)量發(fā)展。

Abstract： Through a systematic study on the archives management of public hospitals in the new era， it analyzes the opportunities and challenges faced by public hospital archives management， the current low management efficiency that hinders the high-quality development of public hospital archives work， imperfect resource system， insufficient utilization services， and the safety prevention system is incomplete， the degree of informatization is not high， and the construction of professional teams is lagging behind. On this basis， countermeasures and suggestions for improving the quality of public hospital archives are put forward， in order to promote the high-quality development of public hospitals with high-quality archives work.

1 當(dāng)前公立醫(yī)院檔案工作存在的突出問(wèn)題

1.1 檔案管理效能不高。主要表現(xiàn)在對(duì)檔案管理工作重視程度低，管理觀念落后，相關(guān)檔案管理制度和標(biāo)準(zhǔn)規(guī)范不完善、更新不及時(shí)，醫(yī)院檔案管理缺乏整體性系統(tǒng)性的建設(shè)規(guī)劃，與醫(yī)院其他工作相脫節(jié)，沒(méi)有做到與醫(yī)院發(fā)展中心工作同部署同考核，檔案管理效能不高，檔案工作在促進(jìn)公立醫(yī)院治理體系和治理能力現(xiàn)代化中的基礎(chǔ)性、支撐性作用不明顯。

1.2 檔案資源體系不健全。檔案資料不完整與檔案資源結(jié)構(gòu)不合理并存。一是歸檔范圍不明確。特別是隨著公立醫(yī)院服務(wù)功能的不斷完善、管理的日益復(fù)雜精細(xì)化、承擔(dān)的社會(huì)公益性職能越來(lái)越多，對(duì)歸檔范圍沒(méi)有及時(shí)跟進(jìn)完善，致使應(yīng)歸檔的檔案資料不能及時(shí)歸檔。

二是歸檔意識(shí)不強(qiáng)。有的部門(mén)檔案“用時(shí)重要，不用不要”，有的部門(mén)和個(gè)人缺乏大局觀念、系統(tǒng)觀念，圖一時(shí)方便，將應(yīng)歸檔的檔案資料散落在各部門(mén)、個(gè)人手中，甚至造成檔案的遺失。……
