The Role of Major Contingencies in the Process of Sinicization of Marxism in the Course of 100 Years of History

Abstract:The article argues that major contingencies play a significant role in advancing the Sinicization of Marxism.The role of major contingencies in the theoretical innovation of Marxism's Sinicization will be deeply experienced and appreciated when viewed in the historical dimension of the 100 years of the founding of the Party.The article argues that major contingencies put forward theoretical demands in four ways,thus advancing the Sinicization of Marxism:(1)the demand for theoretical innovation in the most inescapable way;(2)the need for theoretical innovation in the most direct way;(3)the demand for theoretical innovation in the most urgent way;and(4)the thirst for theoretical innovation in the most perverse way.

Abstract:National conditions are the objective basis for the CPC to understand and deal with China's realities,and planning and promoting work based on the basic national conditions is an important guideline for the CPC to govern the country.Over the past hundred years since the founding of the Party,the CPC has correctly understood and grasped the basic national conditions and the stage characteristics of social development in different periods of revolution,construction and reform,and achieved the great leap of the Chinese nation from standing up,getting rich to getting strong.Entering into a new stage of development,we should deeply understand the new features and requirements of this stage,for the comprehensive construction of a socialist modernization of the country to start a good start,a good step.

The Path and Application Dilemma of Blockchain Technology-Driven Financial Transformation

Abstract:The application of blockchain technology in the financial sector will bring fundamental changes to the development of the financial industry.Blockchain technology will drive financial change mainly through the following ways:firstly,it will accelerate the process of digital currency and promote the "de-sovereignization" of currency;secondly,it will reconstruct the credit system and transmit credit value;thirdly,it will improve the efficiency of payment clearing and promote the "decentralization" of payment clearing system;fourthly,it will challenge the traditional financial institutions."Fourth,it challenges the traditional credit intermediary role of financial institutions and intensifies financial disintermediation;fifth,it innovates financial business;sixth,it impacts monetary policy and challenges the effectiveness and independence of monetary policy.However,the application of blockchain in the financial sector still faces the following dilemmas:first,the underlying technology of blockchain is still immature;second,blockchain applications face operational risks;third,it increases the difficulty of financial supervision.

Current Situation,Challenges and Countermeasures of Chinese Outward FDI in Service Industry in the Context of New Pattern of Comprehensive Opening

Abstract:Promoting high-quality development of outward foreign direct investment in service industry is one of the important aspects for China to promote the formation of a new pattern of comprehensive opening up.At present,Chinese service industry OFDI is developing well and is the main force of Chinese OFDI.At the same time,it also faces challenges such as unbalanced development among various industries in the service industry,over-concentration of outward investment flows,high potential risks of investment,investment development ahead of industrial development,and complex and changing external environment.In this regard,the article argues that China can deepen the reform internally and make efforts to improve the competitiveness of service industry from the supply side;expand the opening of service industry externally and strengthen the two-way investment cooperation with the countries along the "Belt and Road" and the extended countries;at the same time,improve and perfect the system of investment risk warning and insurance system to promote the outward FDI in Chinese service industry.The system of investment risk warning and insurance system should be improved and perfected to promote the high-quality development of Chinese service industry OFDI.

A Review of the Institutional Risks of Economic Integration in Central Asia

Abstract:Since the independence of the five Central Asian countries,they have been competing for the dominant position in regional economic cooperation by putting forward their own proposals to build a framework for economic cooperation in Central Asia.This paper argues that the number of "low-level duplicative" regional cooperation mechanisms in Central Asia has exceeded the demand,resulting in a structural institutional overload in the region,mainly in the form of differentiated investment policies leading to an unreasonable investment layout,shortcomings in regional financial cooperation,and the absence of a unified regional monetary system.The root cause of this is the competition between several international actors for the dominance of regional economic integration,which has led to mutual checks and balances between various mechanisms,increasing the cost and difficulty of building a unified institutional framework and delaying the process of regional economic cooperation in Central Asia.With the gradual development of the "Belt and Road" project,China's influence on Central Asia is becoming increasingly evident,but due to the political uncertainty and risks in Central Asian countries,China should take the Shanghai Cooperation Organization as the core mechanism and give full play to the leading role of the Asian Infrastructure Development Bank to put forward relevant initiatives to promote regional economic integration in Central Asia and promote Central Asia's steady economic development.

Normative Interpretation of Citizens' Duty to Safeguard National Unity and Options for Implementation Paths

Abstract:Article 52 of the current Constitution stipulates that citizens have the duty to uphold national unity and the national unity,but there has been no consensus in academic circles on whether this article is normative and enforceable.Based on the background of the formulation of this article and the entire legal and regulatory system,this article responds to the controversy over the constitutional duty of citizens to uphold national unity through its normative interpretation,and promotes the implementation of the article by means of improving the top-level design,upgrading the legislative technology,and enhancing law-abiding publicity and education,so as to help realize a positive interaction between the text and practice of Article 52 of the Constitution.

The Collaborative Construction of Litigation in Juvenile Criminal Justice--An Examination of Comparative Law Perspectives

Abstract:Litigation construction,as a basic category of criminal procedural jurisprudence,needs to be introduced into the field of criminal justice for minors.In this field,the traditional litigation structure lacks explanatory power,and the collaborative litigation structure emerges,which is manifested in the following ways:collaboration as a concept,i.e.collaboration with the common goal of children's welfare;collaboration as a structure,i.e.collaboration between traditional litigation subjects and social forces to control pre-trial diversion and trial disposition.In comparative law,there are two models of collaboration,strong and weak,in the pre-trial stage,and two models of "double loop" and "flat linear" in the trial stage.Based on local experience,in order to move towards the collaborative structure of litigation,China's criminal justice for minors needs to strengthen the social support system and improve the treatment mechanism in the pre-trial collaboration dimension,and promote the social investigation system and reform the substantive treatment content in the trial collaboration dimension.

An Analysis of the New Age Interpretation and Practical Characteristics of the Proposition of "Intercultural Communication"

Abstract:In the complex context of "globalization" and "modernization of China",the Chinese Communists in the new era have taken a critical view to transcend the dual historical parochialism of "cultural eugenism" and "cultural clashism"."In this article,the core issues,the basic premises,and the basic principles are discussed.The article interprets the Chinese solution to the proposition of "intercultural exchange" in the dimensions of core issues,basic premises,historical dynamics,and basic positions,and proposes a conceptual "paradigm of indirectness",a strategic "cultural outreach",and a methodological "cultural outreach".It is suggested that the conceptual "indirect paradigm",the strategic "cultural outreach" and the methodological "home field presence" are the distinctive features of China's practice of "intercultural communication".The new-age interpretation of the proposition of "intercultural communication" promotes the continuous generation and confirmation of national cultural confidence in an interactive mirror,contributing Chinese wisdom to the construction of a world cultural landscape based on the new international political and economic order.

Analysis of Migrants' Willingness to Return after Poverty Alleviation and Relocation--An Empirical Analysis Based on Survey Data from Deep Poverty Areas in South Xinjiang

Abstract:The article conducted a questionnaire survey on eight resettlement sites for easy poverty alleviation in the deep poverty areas of southern Xinjiang,and analyzed the factors influencing migrants' willingness to relocate,changes in livelihood capital,and policy understanding on migrants' willingness to return and their willingness to return by using a logit model.It was found that the stronger the willingness to relocate,the less likely the migrants would return;the higher the natural and material capital such as land,breeding shed and vegetable arch at the resettlement site,and the more financial and human capital they acquired,the lower their willingness to return;the more the families knew about the policies,the less likely they would return.The article argues that in order to reduce the willingness of migrants to return,the livelihood capital of migrants in relocation sites should be improved,the communication and interactions of migrants in relocation sites should be increased,and the policy guidance and propaganda after relocation should be done well to improve the awareness and understanding of the policy of relocation for poverty alleviation and further improve the satisfaction rate of migrants.

Does Community Empowerment Promote Community Governance Effectiveness?--An Empirical Examination Based on Three Communities in Suzhou

Abstract:In the current process of decentralization of social governance,community empowerment has become one of the policy tools to enhance the effectiveness of community governance and has been widely put into practice.The article adopts a multi-case study approach and finds that community empowerment has a significant impact on community governance,but community empowerment does not necessarily lead to the improvement of community governance effectiveness,and the improvement depends mainly on the specific organization of community empowerment.Second,community empowerment has a positive impact on community governance.Second,the impact of community empowerment on community governance is not direct,but occurs through the community participation,community association,and community trust of community residents.In this process,community participation,community association,and community trust interact with each other to determine the degree of effective community governance.This study has implications for policy development in building effective community empowerment and promoting community governance effectiveness.
