Abstract:The generalized view of practice breaks through the limitation of the narrow view of practice which understands practice as material (production) labor only,because the generalized view of practice advocates that all human practical activities have material elements on the one hand,and material production labor is the most important practical activity on the other hand,thus it has a solid materialistic foundation.The development of artificial intelligence and big data technology will promote the free and comprehensive development of human beings,and its actual process is the process of moving from material labor to spiritual labor.However,this does not mean that human society and the existence of individuals lose the basis of historical materialism,because material production will exist in the form of social material labor.

The Great Domestic Cycle,Imbalance in Distribution Relations and Solid Promotion of Common Wealth

Abstract:To open up the domestic circulation under the double-cycle development pattern is to open up the key blockages in production, exchange, distribution and consumption. The article argues that the current low consumption is closely related to the imbalance in the distribution relationship, which to a certain extent inhibits the solid promotion of common prosperity. The main manifestations are: excessive income disparity between residents and regions, imbalance in national income distribution pattern and residents' income distribution structure, inadequate supply of public goods and unbalanced distribution, etc. To solidly promote common prosperity, we should focus on fostering endogenous wealth creation mechanisms for backward regions and low- and middle-income workers, fully empowering and empowering workers, so that the domestic general circulation can be smoothly obtained endogenous power;narrowing the income distribution gap through income distribution system reform, expanding the size of middle-income groups, increasing the share of residents' income distribution, raising workers' compensation, and thus releasing residents' consumption potential;repositioning government functions and striving to The government should reposition its functions and strive to build a comprehensive development-oriented government, thus promoting the construction of a double-cycle development pattern and ultimately realizing the goal of common prosperity.

Can the Expected Economic Growth Target and the Quality of Economic Development be Achieved at the Same Time? --An Empirical Analysis Based on Coupled Coordination in 30 Chinese Provinces

Abstract:In the stage of economic transition from high speed growth to high quality development,the relationship between economic growth expectation target and high quality economic development is crucial to economic development.The article provides empirical evidence for the elastic adjustment of economic growth expectation targets by analyzing the coupling coordination between economic growth expectation targets and high-quality economic development and their σ-convergence in 30 provinces (excluding Hong Kong,Macao,Taiwan and Tibet) nationwide from 2006 to 2019.It is found that (1) before 2012,the relationship between economic growth expectation targets and high-quality economic development hovered at the basic dissonance level for a long time,and the coupling coordination degree of the two was only improved faster after 2012.(2) The trend of target elasticity has "rising step" and "concave shape",with the former concentrated in the eastern region and the latter concentrated in the central and western regions,and the trend of change in the level of high-quality development has "convex shape" and "falling step" in addition.In addition,there are also "convex" and "downward steps" types of trends in the level of high-quality development,and the provinces with inconsistent trends in target elasticity ("concave") and high-quality development ("convex") are mostly concentrated in Western region.(3) The σ value of coupling coordination in the western region tends to increase.In the context of target elasticity,economic growth expectation target and economic development quality can be achieved at the same time.

How Government Subsidies Promote SME Growth - -The Mediating Role of External Financing and Internal R&D Investment

Abstract:Government subsidies are an important way to support the development of SMEs,but the mechanism of their effect on the growth of SMEs remains ambiguous.The article uses panel data of Chinese GEM-listed enterprises from 2009 to 2020 to empirically examine the promotion effect and mechanism of government subsidies on the growth of SMEs.It is found that government subsidies have a significant positive effect on the growth of SMEs.The mediating effect test finds that government subsidies affect the growth of SMEs by influencing external financing and corporate R&D investment,and external financing and corporate R&D investment play a full mediating role.

An Exploration of the Strategic Interaction between the EU and the US in the Indo-Pacific Region

Abstract:The EU and the US strengthen their strategic interaction in the Indo-Pacific region and show a joint trend that deserves attention.Taking the strategic triangle among China,the US and the EU as a perspective,the article explores the motivation basis,progress and prospects of its strategic interaction with the US in the Indo-Pacific region with the EU as the main body.The article argues that the strategic interaction between Europe and the United States in the Indo-Pacific region has gone through the stages of communication,coordination,and joint action,and has been deepening.In this regard,China should follow up and judge the situation in a timely manner,respond prudently,and grasp the development of the regional situation in order to maintain a harmonious and stable surrounding environment.

Criminalization of Cyber Security Regulatory Malpractice

Abstract:Network security supervision is a brand new government responsibility,and network security supervision system is a key element of network security guarantee system.Network security regulatory malfeasance seriously harms network security,and the addition of network security regulatory malfeasance crime can alleviate the crisis of insufficient supply of norms.The legal benefit of network security supervision is a new type of criminal law benefit,which echoes the statutory supervision duties of network security supervision departments and lays down the basic connotation,normative basis and direction for the legislation of network security supervision malfeasance crime.Network security regulatory malfeasance can still be set under the framework of action and inaction.The Network Security Law provides for the general scope of the staff of state organs with network security supervision responsibilities,and in practice,specific and substantive judgments should still be made.The causal relationship of network security supervision malfeasance crime presents a distinctive network correlation turn.It is proposed to add Article 408 bis of the Criminal Law and the crime of "network security supervision malfeasance".

On the Private Benefit of Creditors' Right of Avoidance and Its Realization

Abstract:The legal effect of creditor's right of revocation is multi-dimensional in text,practice and theory.The core of the controversy should be attributed to the private benefit of the creditor's right of avoidance rather than the priority of payment.This private nature does not conflict with the principle of equality of claims,but maintains the harmony within the system of debt preservation.This private benefit cannot be achieved by changing the nature of the creditor's avoidance right and strengthening subrogation on top of the creditor's avoidance right.A possible path of improvement is to connect creditor avoidance with creditor subrogation.In terms of the conditions of exercise,the conditions of creditor's avoidance are essentially stricter than those of creditor's subrogation,and when the former is satisfied,the latter can also be satisfied.In the nature of the lawsuit,the subject matter of the lawsuit "event" will be "avoidance + subrogation" of the lawsuit as an independent lawsuit;can also be "avoidance + subrogation" of the lawsuit The "avoidance + subrogation" lawsuit can be regarded as the merging of the creditor's avoidance lawsuit and the creditor's subrogation lawsuit,which is a subjective overlapping merging lawsuit.

Abstract:Under the impact of advanced productive forces and industrial and commercial capital,the traditional village cultural space has been impacted and even destroyed.The thickly planted cultural heritage,advanced knowledge of ecological civilization,exquisite skills,architectural aesthetics and traditional virtues of traditional village cultural space are the basis for its modernity reconstruction,while the benign communication with urban space and advanced and pragmatic development concepts are the driving force for the reconstruction of village cultural space.The article argues that the material cultural space should be adapted to local conditions and organically renewed;the institutional cultural space should be benignly interacted and scientifically organized;the cultural space of behavioral customs should be authentically inherited and innovatively developed;the cultural space of ideas and values should be governed in an orderly manner and changed;the internal and external communication of cultural space should be planned in a global manner and developed regionally.It is necessary to improve the rural governance system combining autonomy,rule of law and morality,promote the new socialist style,build the traditional village cultural space village community and village consortium,and complementary urban and rural synergistic development system.

Relieving the Anxiety of Times Struggle with the Spirit of Struggle

Abstract:Struggle is an inevitable requirement of Marx and Engels' view of practice,an important element of national spirit,and the spirit of the Chinese Communists.However,there are some negative comments that create struggle anxiety in our society,"Buddhist" and "Taoist" culture are not in line with the Buddhist Taoist intention,"inward scroll" and "lying flat" are not in line with the Buddhist Taoist intention.The culture of "Buddhism" and "Taoism" is not in line with the Buddhist Taoism,the culture of "inner volume" and "lying flat" is not in line with the requirements of dialectics,and the concept of "symbolic consumption" is an alienation of human nature.In order to relieve the struggle anxiety of the times,the article applies the Marxist position and viewpoint to criticize it,cultivates the spirit of struggle through multiple channels,and identifies and rectifies the "pseudo-struggle culture" in order to solve the real problems that breed struggle anxiety.

Bringing into Play the Main Role of Farmers to Help the Implementation of Rural Revitalization Srategy

Abstract:The rural revitalization strategy proposes to give full play to the main role of farmers,but in the process of implementation,the phenomenon of "the government is doing and farmers are watching" still exists,and farmers become passive beneficiaries of rural revitalization under the government's supervision.This not only increases the burden of the government,but also inhibits the main role of farmers,which leads to the fact that various initiatives may be feasible in the short term but not necessarily sustainable in the long term.It is not only necessary to examine the core elements of farmers' subjectivity,subject advantages and subject abilities from the internal dimension,but also to clarify the role of the government from the external dimension,so as to do something and not to do anything.Based on this,this paper attempts to outline the basic framework and content composition of government empowerment and empowerment for farmers in three dimensions: individual,organizational and political,and discusses the specific path to promote the role of farmers' subjects.
