體現信息倫理教育的中小學信息技術教材編寫探究

[摘 要] 目前我國中小學信息技術課程信息倫理教育存在不足，特別是教材編寫理念和內容滯后。文章探討信息倫理在信息技術教育中的地位與作用，分析現行教材信息倫理教育存在的問題，提出教材編寫過程中構建信息倫理教育規范的思考，如信息倫理教育觀念、教育責任主體、教育過程以及現代倫理文化打造等。

[Abstract] The information ethics education is insufficient in the textbooks of information technology for primary and secondary schools in current time， especially the idea and content of textbook compilation are lagging behind. This paper discusses the position and role of information ethics education in information technology education， analyzes the problems existing in the current textbooks about information ethics education， and puts forward the thinking to form a standardized about the information ethics education in the process of compiling the textbooks.

1 引 言

現代信息化社會，信息技術快速發展，特別是基于計算機網絡的各種新媒體技術的不斷興起，使信息網絡成為人們工作和生活不可或缺的一部分，人們的一切活動幾乎都與網絡信息有關，很多人已經無法離開網絡而生存。隨著完全基于互聯網絡連通的信息傳播結構的形成，人們所處的社會形態正在發生巨大的變化，即正處于重構的動態演進過程之中，但隨之而來的各種網絡道德失范甚至犯罪行為也層出不窮，使社會發展面臨新的挑戰。一切問題的面對與解決，首要的是必須從教育入手，因此重視信息倫理教育，打造適應信息化社會的信息倫理教育體系，從每個人接受規范教育的初始階段開始，科學地培養信息倫理意識，養成規范的信息行為，是中小學信息技術課程從教材編寫到教學實施過程都必須面對的重要問題。

2 信息倫理教育在中小學信息技術教育中的地位與作用

信息時代的信息倫理涉及從信息技術的開發、信息的生產與傳播到信息的管理與利用等方面的要求、準則、法律法規和社會約定，在這些要素基礎上形成的倫理關系是人們在社會生活中運用信息技術從事信息活動的價值指導。……
