醫(yī)院后勤管理中基建項目的內(nèi)部控制

摘? 要：基建項目是醫(yī)院發(fā)展運行的重要內(nèi)容，嚴格落實和推進基建項目，是醫(yī)院后勤管理的重要工作內(nèi)容。本研究重點圍繞醫(yī)院基建項目，對項目內(nèi)部控制階段的相關(guān)內(nèi)容進行了簡要概況，對內(nèi)部控制的風險點進行了簡要分析，指出了目前醫(yī)院后勤管理基建項目中內(nèi)部控制存在的相關(guān)問題，并系統(tǒng)總結(jié)了相關(guān)控制措施以及對策，以有效規(guī)范醫(yī)院后勤基建管理，著力提升醫(yī)院基建項目決策的科學性和正確性，以及執(zhí)行過程中的安全性和合法性。

Abstract： Capital construction project is an important part of hospital development and operation， strict implementation and promotion of capital construction projects is an important part of hospital logistics management. This study focuses on the hospital infrastructure project， gives a brief overview of the relevant contents of the internal control stage of the project， and makes a brief analysis of the risk points of the internal control. This paper points out the relevant problems existing in the internal control of the hospital logistics management infrastructure project at present， and systematically summarizes the relevant control measures and countermeasures in order to effectively standardize the management of hospital logistics infrastructure. Efforts should be made to improve the science and correctness of hospital infrastructure project decision-making， as well as the safety and legitimacy of the implementation process.

醫(yī)院是保障人民群眾身心健康的重要醫(yī)療機構(gòu)，具有不可替代的重要作用。近年來，隨著群眾經(jīng)濟能力的進一步提升，對健康越來越重視，從而使得醫(yī)院的重要性越發(fā)突顯。積極推進醫(yī)院基建項目建設(shè)，是進一步提升醫(yī)院基礎(chǔ)設(shè)施水平，提升醫(yī)療、教學和科研等綜合實力的重要途徑[1]。醫(yī)院后勤管理部門，具體承擔醫(yī)院基建項目各環(huán)節(jié)工作。有效加強基建項目內(nèi)部控制，對于確保醫(yī)院基建項目的順利實施具有重要價值。

1 基建項目內(nèi)部控制各階段環(huán)節(jié)的重要內(nèi)容

有效實施醫(yī)院基建項目內(nèi)部控制，主要包含六個階段，具體為：組織機構(gòu)控制、立項控制、設(shè)計控制、施工準備控制、施工控制，以及竣工控制[2]。各階段控制內(nèi)容及重點如下：

（1）組織機構(gòu)控制。主要內(nèi)容是是否嚴格審核醫(yī)院基建制度，項目流程是否合理合規(guī)，專職項目管理人員是否配置及配置是否合適，管理機制是否建立。……
